11F.
Speech
and
debate
plates.

a.
Upon
application
and
payment
of
the
proper
fees,
the
6
director
may
issue
speech
and
debate
plates
to
the
owner
of
a
7
motor
vehicle
subject
to
registration
under
section
321.109,
8
subsection
1,
autocycle,
motor
truck,
motor
home,
multipurpose
9
vehicle,
motorcycle,
trailer,
or
travel
trailer.
10
b.
Speech
and
debate
plates
shall
be
designed
by
the
11
department.
The
background
shall
be
blue
and
the
plate’s
12
numbers
and
letters
shall
be
black.
The
left
side
of
the
plate
13
shall
depict
an
image
of
a
yellow,
four-point
half
star
with
14
an
orange
circle
on
top.
The
phrase
“Speech
And
Debate”
shall
15
appear
on
the
bottom
of
the
plate.

c.
The
special
speech
and
debate
fee
for
letter-number
17
designated
speech
and
debate
plates
is
thirty-five
dollars.
18
An
applicant
may
obtain
personalized
speech
and
debate
plates
19
upon
payment
of
the
fee
for
personalized
plates
as
provided
in
20
subsection
5,
which
is
in
addition
to
the
special
speech
and
21
debate
fee.
Personalized
plates
authorized
by
this
subsection
22
shall
be
limited
to
no
more
than
five
numerals,
letters,
or
23
combinations
of
numerals
and
letters.
24
d.
The
fees
collected
by
the
director
under
this
subsection
25
shall
be
paid
monthly
to
the
treasurer
of
state
and
deposited
26
in
the
road
use
tax
fund.
The
treasurer
of
state
shall
27
transfer
monthly
from
the
statutory
allocations
fund
created
28
under
section
321.145,
subsection
2,
to
the
general
fund
of
29
the
state
the
amount
of
the
special
fees
collected
in
the
30
previous
month
for
speech
and
debate
plates.
Such
moneys
are
31
appropriated
to
the
department
of
education
to
distribute
in
32
the
form
of
grants
to
organizations
supporting
speech
and
33
debate.
In
the
awarding
of
grants,
the
department
of
education
34
shall
give
first
consideration
to
the
Windsor
Heights
speech

and
debate
club
and
similar
organizations.
Notwithstanding
1
section
8.33,
moneys
appropriated
under
this
subsection
shall
2
not
revert
to
the
general
fund
of
the
state.

e.
Upon
receipt
of
the
special
registration
plates,
the
4
applicant
shall
surrender
the
current
registration
plates
to
5
the
county
treasurer.
The
county
treasurer
shall
validate
6
the
special
registration
plates
in
the
same
manner
as
regular
7
registration
plates
are
validated
under
this
section.
The
8
annual
special
speech
and
debate
fee
for
letter-number
9
designated
plates
is
ten
dollars
which
shall
be
paid
in
10
addition
to
the
regular
annual
registration
fee.
The
annual
11
fee
for
personalized
speech
and
debate
plates
is
five
dollars
12
which
shall
be
paid
in
addition
to
the
annual
special
speech
13
and
debate
fee
and
the
regular
annual
registration
fee.
The
14
annual
special
speech
and
debate
fee
shall
be
credited
as
15
provided
under
paragraph
“d”
.

f.
The
department
shall
not
condition
the
issuance
of
speech
17
and
debate
plates
on
the
receipt
of
any
number
of
orders
for
18
speech
and
debate
plates.
