11F.
Mental
health
plates.

a.
Upon
application
and
payment
of
the
proper
fees,
the
6
director
may
issue
mental
health
plates
to
the
owner
of
a
7
motor
vehicle
subject
to
registration
under
section
321.109,
8
subsection
1,
autocycle,
motor
truck,
motor
home,
multipurpose
9
vehicle,
motorcycle,
trailer,
or
travel
trailer.
10
b.
Mental
health
plates
shall
be
designed
by
the
department.
11
The
background
shall
be
purple
and
the
plate’s
numbers
and
12
letters
shall
be
white.
The
left
side
of
the
plate
shall
13
include
the
letters
“NAMI”
printed
vertically.
14
c.
The
special
mental
health
fee
for
letter-number
15
designated
mental
health
plates
is
thirty-five
dollars.
An
16
applicant
may
obtain
personalized
mental
health
plates
upon
17
payment
of
the
fee
for
personalized
plates
as
provided
in
18
subsection
5,
which
is
in
addition
to
the
special
mental
19
health
fee.
Personalized
plates
authorized
by
this
subsection
20
shall
be
limited
to
no
more
than
five
numerals,
letters,
or
21
combinations
of
numerals
and
letters.
22
d.
The
fees
collected
by
the
director
under
this
subsection
23
shall
be
paid
monthly
to
the
treasurer
of
state
and
deposited
24
in
the
road
use
tax
fund.
The
treasurer
of
state
shall
25
transfer
monthly
from
the
statutory
allocations
fund
created
26
under
section
321.145,
subsection
2,
to
the
general
fund
of
the
27
state
the
amount
of
the
special
fees
collected
in
the
previous
28
month
for
mental
health
plates.
Such
moneys
are
appropriated
29
to
the
department
of
health
and
human
services
to
distribute
in
30
the
form
of
grants
to
organizations
supporting
mental
health.

In
the
awarding
of
grants,
the
department
of
health
and
human
32
services
shall
give
first
consideration
to
any
official
state
33
association
of
the
national
alliance
on
mental
health
and
34
similar
nonprofit
organizations.
Notwithstanding
section
8.33,

moneys
appropriated
under
this
subsection
shall
not
revert
to
1
the
general
fund
of
the
state.

e.
Upon
receipt
of
the
special
registration
plates,
the

applicant
shall
surrender
the
current
registration
plates
to

the
county
treasurer.
The
county
treasurer
shall
validate
5
the
special
registration
plates
in
the
same
manner
as
regular
6
registration
plates
are
validated
under
this
section.
The
7
annual
special
mental
health
fee
for
letter-number
designated
8
plates
is
ten
dollars
which
shall
be
paid
in
addition
to
9
the
regular
annual
registration
fee.
The
annual
fee
for
10
personalized
mental
health
plates
is
five
dollars
which
shall
11
be
paid
in
addition
to
the
annual
special
mental
health
fee
and
12
the
regular
annual
registration
fee.
The
annual
special
mental
13
health
fee
shall
be
credited
as
provided
under
paragraph
“d”
.

f.
The
department
shall
not
condition
the
issuance
of
mental
15
health
plates
on
the
receipt
of
any
number
of
orders
for
mental
16
health
plates.
