dogs
plates.

a.
Upon
application
and
payment
of
the
proper
fees,
the

director
may
issue
rescue
dogs
plates
to
the
owner
of
a
7
motor
vehicle
subject
to
registration
under
section
321.109,
8
subsection
1,
autocycle,
motor
truck,
motor
home,
multipurpose
9
vehicle,
motorcycle,
trailer,
or
travel
trailer.

b.
Rescue
dogs
plates
shall
be
designed
by
the
department.
11
The
background
shall
be
yellow
and
the
plate’s
numbers
and
12
letters
shall
be
brown.
The
left
side
of
the
plate
shall
13
depict
an
image
of
a
golden
retriever.
The
phrase
“Rescue
Me”
14
shall
appear
at
the
bottom
of
the
plate.
15
c.
The
special
rescue
dogs
fee
for
letter-number
designated
16
rescue
dogs
plates
is
thirty-five
dollars.
An
applicant
may
17
obtain
personalized
rescue
dogs
plates
upon
payment
of
the
fee
18
for
personalized
plates
as
provided
in
subsection
5,
which
is
19
in
addition
to
the
special
rescue
dogs
fee.
20
d.
The
fees
collected
by
the
director
under
this
subsection
21
shall
be
paid
monthly
to
the
treasurer
of
state
and
deposited
22
in
the
road
use
tax
fund.
The
treasurer
of
state
shall
23
transfer
monthly
from
the
statutory
allocations
fund
created
24
under
section
321.145,
subsection
2,
to
the
general
fund
of
the
25
state
the
amount
of
the
special
fees
collected
in
the
previous
26
month
for
rescue
dogs
plates.
Such
moneys
are
appropriated
27
to
the
department
of
agriculture
and
land
stewardship
to
28
distribute
in
the
form
of
grants
to
organizations
supporting
29
rescuing
and
rehoming
dogs.
In
the
awarding
of
grants,
30
the
department
of
agriculture
and
land
stewardship
shall
31
give
first
consideration
to
any
official
state
association
32
of
the
humane
society
of
the
United
States
and
similar
33
nonprofit
organizations.
Notwithstanding
section
8.33,
moneys
34
appropriated
under
this
subsection
shall
not
revert
to
the

general
fund
of
the
state.

e.
Upon
receipt
of
the
special
registration
plates,
the
2
applicant
shall
surrender
the
current
registration
plates
to

the
county
treasurer.
The
county
treasurer
shall
validate

the
special
registration
plates
in
the
same
manner
as
regular
5
registration
plates
are
validated
under
this
section.
The
6
annual
special
rescue
dogs
fee
for
letter-number
designated
7
plates
is
ten
dollars
which
shall
be
paid
in
addition
to
8
the
regular
annual
registration
fee.
The
annual
fee
for
9
personalized
rescue
dogs
plates
is
five
dollars
which
shall
be
10
paid
in
addition
to
the
annual
special
rescue
dogs
fee
and
the
11
regular
annual
registration
fee.
The
annual
special
rescue
12
dogs
fee
shall
be
credited
as
provided
under
paragraph
“d”
.

The
department
shall
not
condition
the
issuance
of
rescue
14
dogs
plates
on
the
receipt
of
any
number
of
orders
for
rescue

dogs
plates.
