plates
to
the
owner
of
a

vehicle

to
registration
under

autocycle,
motor
truck,
motor
home,
multipurpose

vehicle,
motorcycle,
trailer,
or
travel
trailer.

b.
Black
is
beautiful
plates
shall
be
designed
by
the

department.
The
background
shall
be
light
brown
and
the
12
plate’s
numbers
and
letters
shall
be
dark
brown.
The
center
13
of
the
plate
shall
depict
an
image
of
a
person’s
face
and
neck
14
with
large,
circular
afro-style
hair.

c.
The
special
black
is
beautiful
fee
for
letter-number
16
designated
black
is
beautiful
plates
is
thirty-five
dollars.

An
applicant
may
obtain
personalized
black
is
beautiful
plates
18
upon
payment
of
the
fee
for
personalized
plates
as
provided
19
in
subsection
5,
which
is
in
addition
to
the
special
black
is
20
beautiful
fee.

d.
The
fees
collected
by
the
director
under
this
subsection
22
shall
be
paid
monthly
to
the
treasurer
of
state
and
deposited
23
in
the
road
use
tax
fund.
The
treasurer
of
state
shall
24
transfer
monthly
from
the
statutory
allocations
fund
created
25
under
section
321.145,
subsection
2,
to
the
general
fund
of
26
the
state
the
amount
of
the
special
fees
collected
in
the
27
previous
month
for
black
is
beautiful
plates.
Such
moneys
are
28
appropriated
to
the
department
of
health
and
human
services
to
29
distribute
in
the
form
of
grants
to
organizations
that
promote
30
equity,
political
rights,
and
social
inclusion
by
advancing
31
policies
and
practices
that
expand
human
and
civil
rights,
32
eliminate
discrimination,
and
accelerate
the
well-being,
33
education,
and
economic
security
of
black
people
and
all
34
persons
of
color.
In
awarding
the
grants,
the
department
of
35

health
and
human
services
shall
give
first
consideration
to

any
state
association
of
the
national
association
for
the
2
advancement
of
colored
people.
Notwithstanding
section
8.33,

moneys
appropriated
under
this
subsection
shall
not
revert
to

the
general
fund
of
the
state.

e.
Upon
receipt
of
the
special
registration
plates,
the
6
applicant
shall
surrender
the
current
registration
plates
to
7
the
county
treasurer.
The
county
treasurer
shall
validate
8
the
special
registration
plates
in
the
same
manner
as
regular
9
registration
plates
are
validated
under
this
section.
The
10
annual
special
black
is
beautiful
fee
for
letter-number
11
designated
plates
is
ten
dollars
which
shall
be
paid
in
12
addition
to
the
regular
annual
registration
fee.
The
annual
13
fee
for
personalized
black
is
beautiful
plates
is
five
dollars
14
which
shall
be
paid
in
addition
to
the
annual
special
black
is
15
beautiful
fee
and
the
regular
annual
registration
fee.
The
16
annual
special
black
is
beautiful
fee
shall
be
credited
as
17
provided
under
paragraph
“d”
.

The
department
shall
not
condition
the
issuance
of
black

is
beautiful
plates
on
the
receipt
of
any
number
of
orders
for

is
beautiful
plates.
