a.

application

Ray
plates
to
the
owner
of
a
motor

vehicle
subject
to
registration
under
section
321.109,

subsection
1,
autocycle,
motor
truck,
motor
home,
multipurpose

vehicle,
motorcycle,
trailer,
or
travel
trailer.

b.
Bob
Ray
plates
shall
be
designed
by
the
department.
The
11
background
shall
be
blue
and
the
plate’s
numbers
and
letters
12
shall
be
red.
The
left
side
of
the
plate
shall
depict
an
image
13
of
Bob
Ray’s
face.
The
phrase
“What
Would
Bob
Ray
Do?”
shall
14
appear
at
the
bottom
of
the
plate.

c.
The
special
Bob
Ray
fee
for
letter-number
designated

Bob
Ray
plates
is
thirty-five
dollars.
An
applicant
may
17
obtain
personalized
Bob
Ray
plates
upon
payment
of
the
fee
18
for
personalized
plates
as
provided
in
subsection
5,
which
is
19
in
addition
to
the
special
Bob
Ray
fee.
Personalized
plates
20
authorized
by
this
subsection
shall
be
limited
to
no
more
21
than
five
numerals,
letters,
or
combinations
of
numerals
and
22
letters.

d.
The
fees
collected
by
the
director
under
this
subsection
24
shall
be
paid
monthly
to
the
treasurer
of
state
and
deposited
25
in
the
road
use
tax
fund.
The
treasurer
of
state
shall
26
transfer
monthly
from
the
statutory
allocations
fund
created
27
under
section
321.145,
subsection
2,
to
the
general
fund
of
the
28
state
the
amount
of
the
special
fees
collected
in
the
previous
29
month
for
Bob
Ray
plates.
Such
moneys
are
appropriated
to
30
the
secretary
of
state
to
distribute
in
the
form
of
grants
to
31
organizations
that
support
expanding
access
to
voting.
In
32
the
awarding
of
grants,
the
secretary
of
state
shall
give
33
first
consideration
to
any
official
state
association
of
the
34
league
of
women
voters
and
similar
nonprofit
organizations.

Notwithstanding
section
8.33,
moneys
appropriated
under
this

subsection
shall
not
revert
to
the
general
fund
of
the
state.

Upon
receipt
of
the
special
registration
plates,
the

applicant
shall
surrender
the
current
registration
plates
to
4
the
county
treasurer.
The
county
treasurer
shall
validate
5
the
special
registration
plates
in
the
same
manner
as
regular
6
registration
plates
are
validated
under
this
section.
The
7
annual
special
Bob
Ray
fee
for
letter-number
designated
plates
8
is
ten
dollars
which
shall
be
paid
in
addition
to
the
regular
9
annual
registration
fee.
The
annual
fee
for
personalized
Bob
10
Ray
plates
is
five
dollars
which
shall
be
paid
in
addition
11
to
the
annual
special
Bob
Ray
fee
and
the
regular
annual
12
registration
fee.
The
annual
special
Bob
Ray
fee
shall
be
13
credited
as
provided
under
paragraph
“d”
.

f.
The
department
shall
not
condition
the
issuance
of
Bob

Ray
plates
on
the
receipt
of
any
number
of
orders
for
Bob
Ray

plates.
