SUBSECTION

11F.
Rainbow
plates.
5
a.
Upon
application
and
payment
of
the
proper
fees,
the
6
director
may
issue
rainbow
plates
to
the
owner
of
a
motor
7
vehicle
subject
to
registration
under
section
321.109,
8
subsection
1,
autocycle,
motor
truck,
motor
home,
multipurpose
9
vehicle,
motorcycle,
trailer,
or
travel
trailer.
10
b.
Rainbow
plates
shall
be
designed
by
the
department.
The
11
background
shall
be
white
and
feature
a
rainbow.
The
plate’s
12
numbers
and
letters
shall
be
black.
13
c.
The
special
rainbow
fee
for
letter-number
designated
14
rainbow
plates
is
thirty-five
dollars.
An
applicant
may
15
obtain
personalized
rainbow
plates
upon
payment
of
the
fee
for
16
personalized
plates
as
provided
in
subsection
5,
which
is
in
17
addition
to
the
special
rainbow
fee.
18
d.
The
fees
collected
by
the
director
under
this
subsection
19
shall
be
paid
monthly
to
the
treasurer
of
state
and
deposited
20
in
the
road
use
tax
fund.
The
treasurer
of
state
shall
21
transfer
monthly
from
the
statutory
allocations
fund
created
22
under
section
321.145,
subsection
2,
to
the
general
fund
of
the
23
state
the
amount
of
the
special
fees
collected
in
the
previous
24
month
for
rainbow
plates.
Such
moneys
are
appropriated
to
25
the
Iowa
civil
rights
commission
to
distribute
in
the
form
of
26
grants
to
provide
education
and
training
regarding
unfair
or
27
discriminatory
practices
and
ways
to
deter
such
practices.
28
Notwithstanding
section
8.33,
moneys
appropriated
under
this
29
subsection
shall
not
revert
to
the
general
fund
of
the
state.

e.
Upon
receipt
of
the
special
registration
plates,
the
31
applicant
shall
surrender
the
current
registration
plates
to
32
the
county
treasurer.
The
county
treasurer
shall
validate
33
the
special
registration
plates
in
the
same
manner
as
regular
34
registration
plates
are
validated
under
this
section.
