Any rules adopted in accordance with 5 this section shall also be published as a notice of intended 6 action as provided in section 17A.4. 7 Sec. ___. EFFECTIVE DATE. This division of this Act, being 8 deemed of immediate importance, takes effect upon enactment. 9 DIVISION ___ 10 CERTIFIED SITE AND HIGH-QUALITY JOBS PROGRAMS —— APPROPRIATION 11 Sec. ___. 2023 Iowa Acts, chapter 110, section 15, 12 subsection 1, paragraph a, subparagraph (1), is amended to read 13 as follows: 14 (1) For the purposes of providing assistance as described in 15 section 15.335B for the high quality jobs program: 16 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 11,700,000 17 (a) From the moneys appropriated in this subparagraph, the 18 economic development authority may use not more than $1,000,000 19 for purposes of providing infrastructure grants to main street 20 communities under the main street Iowa program and may allocate 21 not more than $300,000 for the purposes of supporting statewide 22 worker education and quality preapprenticeship programs. 23 (b) Notwithstanding section 15.335B, subsection 2, from the 24 moneys appropriated in this subparagraph, $300,000 is allocated 25 to the economic development authority for certification 26 costs associated with the authority’s certified site program. 27 Moneys allocated in this subparagraph division must be used to 28 certify sites in counties with a population of less than 50,000 29 according to the 2020 federal decennial census and to certify 30 at least two sites in each congressional district. 31 Sec. ___.
