By June 30, 2023, the department of natural resources 11 shall deliver a report to the governor and general assembly 12 regarding any statutory changes and nonfederal financial 13 resources that may be needed to access the available federal 14 funding. 15 3. The legislative council may waive the statutory 16 requirement with respect to specific applications, if requested 17 by the governor, when nonfederal financial resources or 18 statutory authority are insufficient. 19 Sec. ___.
