House File 654 H-1208 Amend the amendment, H-1206, to House File 654, as follows: 1 1. Page 3, after line 7 by inserting: 2 < DIVISION ___ 3 FIREARM SAFETY INSTRUCTION PROGRAM IN SCHOOLS 4 Sec. ___. Section 256.9, Code 2023, is amended by adding the 5 following new subsection: 6 NEW SUBSECTION . 66. a. By July 1, 2024, develop and 7 distribute to all school districts an age-appropriate model 8 program for firearm safety instruction for pupils enrolled 9 in kindergarten through grade twelve. The model program for 10 pupils enrolled in kindergarten through grade six shall be 11 based on the eddie eagle gunsafe program developed by the 12 national rifle association. The model program for pupils 13 enrolled in grades seven through twelve shall be based on 14 the hunter education course developed by the national rifle 15 association. 16 b. School districts are encouraged to implement the model 17 program for pupils enrolled in kindergarten through grade six 18 developed pursuant to paragraph “a” . 19 Sec. ___. Section 256.11, subsection 4, Code 2023, is 20 amended to read as follows: 21 4. a. The following shall be taught in grades seven and 22 eight: English-language arts; social studies; mathematics; 23 science; health; age-appropriate and research-based human 24 growth and development; career exploration and development; 25 physical education; music; and visual art ; and, commencing 26 with the school year beginning July 1, 2024, firearm safety 27 instruction . Computer science instruction incorporating the 28 standards established under section 256.7, subsection 26 , 29 paragraph “a” , subparagraph (4), shall be offered in at least 30 one grade level commencing with the school year beginning 31 July 1, 2023. Career exploration and development shall be 32 designed so that students are appropriately prepared to create 33 an individual career and academic plan pursuant to section 34 279.61 , incorporate foundational career and technical education 35 -1- H 1206.1693 (1) 90 js/rh 1/ 3 #1.
concepts aligned with the six career and technical education 1 service areas as defined in subsection 5 , paragraph “h” , and 2 incorporate relevant twenty-first century skills. The health 3 curriculum shall include age-appropriate and research-based 4 information regarding the characteristics of sexually 5 transmitted diseases, including HPV and the availability of 6 a vaccine to prevent HPV, and acquired immune deficiency 7 syndrome. The state board as part of accreditation standards 8 shall adopt curriculum definitions for implementing the program 9 in grades seven and eight. However, this subsection shall not 10 apply to the teaching of career exploration and development in 11 nonpublic schools. 12 b. Firearm safety instruction shall be based on the model 13 program developed pursuant to section 256.9, subsection 66, 14 paragraph “a” . Courses may be offered at sites other than 15 at the public school, including nonpublic school facilities 16 within the public school districts. An approved course 17 offered during the summer months, on Saturdays, after regular 18 school hours during the regular terms or partly in one term 19 or summer vacation period and partly in the succeeding term 20 or summer vacation period, as the case may be, shall satisfy 21 the requirements of this paragraph to the same extent as an 22 approved course offered during the regular school hours of the 23 school term. 24 c. For purposes of this section , “age-appropriate” , “HPV” , 25 and “research-based” mean the same as defined in section 279.50 . 26 Sec. ___. Section 256.11, subsection 5, Code 2023, is 27 amended by adding the following new paragraph: 28 NEW PARAGRAPH . m. One-half unit of firearm safety 29 instruction commencing with the school year beginning July 1, 30 2024. The one-half unit of hunter education shall be based 31 on the model program developed pursuant to section 256.9, 32 subsection 66, paragraph “a” .
