Of
the
moneys
appropriated
in
this
subsection,

shall
be
used
by
the
department
to
award
grants
to

municipal
police
departments
and

sheriff
departments
for

following
purposes:

(1)
For
the
purchase
of
equipment
and
training,
the
10
establishment
of
information
storage
and
retrieval
procedures

and
facilities,
and
other
expenses
properly
related
to
12
initiating
a
program
for
peace
officers
to
wear
and
operate
13
body
cameras
while
on
duty
in
the
community.

(2)
For
recruiting,
training,
and
paying
a
portion
of
the
15
first-year
salary
and
benefits
of
a
community
mental
health
16
advocate
position
within
a
municipal
police
department
or
17
county
sheriff
department.

b.
A
municipal
police
department
or
county
sheriff
19
department
may
make
separate
applications
for
each
of
the
two
20
purposes
specified
in
paragraph
“a”
to
assist
peace
officers
21
in
identifying
individuals
who
may
be
in
need
of
mental
health
22
services
and
to
facilitate
the
connection
of
such
individuals
23
to
mental
health
providers.
Grant
awards
may
be
made
for
up
24
to
$50,000
per
grant
awarded.
The
department
shall
allocate
25
at
least
30
percent
of
available
funds
for
grants
for
each
of
26
the
two
purposes
specified
in
paragraph
“a”,
provided
that
27
adequate
qualified
applications
are
received
in
each
category.

The
department
shall
distribute
funds
as
equitably
as
possible
29
to
achieve
a
balanced
distribution
of
funds
geographically
30
within
the
state
and
among
large
and
small
communities.
In
the
31
alternative,
grant
funds
may
be
used
by
a
police
department
32
or
county
sheriff’s
department
to
pay
the
first-year
costs
33
of
contracting
with
an
outside
agency
to
perform
similar
34
functions.

Notwithstanding

8.33,

remaining
on
June
30

a
fiscal
