The moneys appropriated in subsection 1 shall be used for 22 the public purpose of providing a grant to a national nonprofit 23 organization with over 80 years of experience in assisting 24 children and adults with disabilities and special needs. The 25 moneys shall be used to support a nationally recognized program 26 that began in 1986 and has been replicated in at least 30 other 27 states, but which is not available through any other entity 28 in this state, and that provides assistance to farmers with 29 disabilities in all 99 counties to allow the farmers to remain 30 in their own homes and be gainfully engaged in farming through 31 provision of agricultural worksite and home modification 32 consultations, peer support services, services to families, 33 information and referral, and equipment loan services. 34 3. Notwithstanding section 8.33 , moneys appropriated in 35 -4- HF 2560.4501 (3) 89 da/tm 4/ 22

There is appropriated from the state fish and game 28 protection fund created pursuant to section 456A.17 to the 29 department of natural resources for the fiscal year beginning 30 July 1, 2022, and ending June 30, 2023, the following amount, 31 or so much thereof as is necessary, to be used for the purposes 32 designated: 33 For purposes of supporting the regulation or advancement of 34 hunting, fishing, or trapping, or the protection, propagation, 35 -7- HF 2560.4501 (3) 89 da/tm 7/ 22

SPECIAL GENERAL FUND APPROPRIATION 1 AGRICULTURAL SAFETY AND HEALTH 2 Sec. 23. IOWA’S CENTER FOR AGRICULTURAL SAFETY AND HEALTH 3 (I-CASH). 4 1. There is appropriated from the general fund of the state 5 to the state university of Iowa for the fiscal year beginning 6 July 1, 2022, and ending June 30, 2023, the following amount, 7 or so much thereof as is necessary, to be used for the purposes 8 designated: 9 For supporting the operations of Iowa’s center for 10 agricultural safety and health, as part of the university’s 11 college of public health, and in cooperation with the 12 department of agriculture and land stewardship, to anticipate, 13 recognize, and prevent occupational illness and injury among 14 members of the agricultural community: 15 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 128,154 16 2. a. As a condition of the appropriation made in 17 subsection 1, the state university of Iowa shall retain the 18 director of Iowa’s center for agricultural safety and health 19 employed on the effective date of this division of this Act for 20 at least the same number of hours for the fiscal year beginning 21 July 1, 2022, as worked by the director during the fiscal year 22 beginning July 1, 2021. 23 b. As a condition of the appropriation made in subsection 24 1, the state university of Iowa shall not reduce the amount 25 allocated to support Iowa’s center for agricultural safety from 26 any other source due to the appropriation made in subsection 1. 27 3. If by June 30, 2023, the state university of Iowa fails 28 to use the moneys appropriated in subsection 1 in accordance 29 with the purposes and conditions of subsections 1 and 2, any 30 unencumbered or unobligated moneys appropriated in subsection 31 1 for the fiscal year beginning July 1, 2022, and ending June 32 30, 2023, shall revert to the general fund of the state. In 33 addition, if moneys are required to be reverted pursuant to 34 section 8.33, the state university of Iowa shall transfer to 35 -12- HF 2560.4501 (3) 89 da/tm 12/ 22
the general fund of the state from any otherwise unencumbered 1 or unobligated moneys from any other general fund appropriation 2 or from any moneys available from other funding sources an 3 amount equal to the amount appropriated in subsection 1 less 4 any amount reverted to the general fund of the state pursuant 5 to section 8.33. 6 DIVISION V 7 ENVIRONMENT FIRST FUND 8 GENERAL APPROPRIATIONS 9 Sec. 24. Notwithstanding section 8.33, moneys appropriated for 30 the fiscal year beginning July 1, 2022, in this division of 31 this Act to the department of agriculture and land stewardship 32 to provide financial assistance for the establishment of 33 permanent soil and water conservation practices that remain 34 unencumbered or unobligated at the close of the fiscal year 35 -17- HF 2560.4501 (3) 89 da/tm 17/ 22
shall not revert but shall remain available for expenditure 1 for the purposes designated until the close of the fiscal year 2 beginning July 1, 2025. 3 2. Subsection 1 does not apply to moneys transferred 4 pursuant to this division of this Act to the loess hills 5 development and conservation fund created in section 161D.2 6 which shall not revert as provided in that section. 7 DIVISION VI 8 ENVIRONMENT FIRST FUND 9 SPECIAL APPROPRIATIONS 10 Sec. 28. WATER QUALITY INITIATIVE —— DEPARTMENT OF 11 AGRICULTURE AND LAND STEWARDSHIP. 12 1. There is appropriated from the environment first fund 13 created in section 8.57A to the department of agriculture 14 and land stewardship for the fiscal year beginning July 1, 15 2022, and ending June 30, 2023, the following amount, or so 16 much thereof as is necessary, to be used for the purposes 17 designated: 18 For deposit in the water quality initiative fund created in 19 section 466B.45 , for purposes of supporting the water quality 20 initiative administered by the division of soil conservation 21 and water quality as provided in section 466B.42 , including 22 salaries, support, maintenance, and miscellaneous purposes: 23 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 2,375,000 24 2. a. The moneys appropriated in subsection 1 shall be 25 used to support projects in subwatersheds as designated by the 26 division that are part of high-priority watersheds identified 27 by the water resources coordinating council established 28 pursuant to section 466B.3 . 29 b. The moneys appropriated in subsection 1 shall be used to 30 support projects in watersheds generally, including regional 31 watersheds, as designated by the division and high-priority 32 watersheds identified by the water resources coordinating 33 council established pursuant to section 466B.3. 34 3. In supporting projects in subwatersheds and watersheds 35 -18- HF 2560.4501 (3) 89 da/tm 18/ 22
as provided in subsection 2, all of the following apply: 1 a. The demonstration projects shall utilize water quality 2 practices as described in the Iowa nutrient reduction strategy 3 as defined in section 455B.171 . 4 b. The division shall implement demonstration projects as 5 provided in paragraph “a” by providing for participation by 6 persons who hold a legal interest in agricultural land used in 7 farming. To every extent practical, the division shall provide 8 for collaborative participation by such persons who hold a 9 legal interest in agricultural land located within the same 10 subwatershed. 11 c. The division shall implement a demonstration project on 12 a cost-share basis as determined by the division. However, 13 except for edge-of-field practices, the state’s share of the 14 amount shall not exceed 50 percent of the estimated cost of 15 establishing the practice as determined by the division or 16 50 percent of the actual cost of establishing the practice, 17 whichever is less. 18 d. The demonstration projects shall be used to educate other 19 persons about the feasibility and value of establishing similar 20 water quality practices. The division shall promote field day 21 events for purposes of allowing interested persons to establish 22 water quality practices on their agricultural land. 23 e. The division shall conduct water quality evaluations 24 within supported subwatersheds. Within a reasonable period 25 after accumulating information from such evaluations, the 26 division shall create an aggregated database of water quality 27 practices. Any information identifying a person holding a 28 legal interest in agricultural land or specific agricultural 29 land shall be a confidential record under section 22.7 . 30 4. The moneys appropriated in subsection 1 shall be used 31 to support education and outreach in a manner that encourages 32 persons who hold a legal interest in agricultural land used for 33 farming to implement water quality practices, including the 34 establishment of such practices in watersheds generally, and 35 -19- HF 2560.4501 (3) 89 da/tm 19/ 22
not limited to subwatersheds or high-priority watersheds. 1 5. The moneys appropriated in subsection 1 may be used 2 to contract with persons to coordinate the implementation of 3 efforts provided in this section. 4 6. The moneys appropriated in subsection 1 may be used by 5 the department to support urban soil and water conservation 6 efforts, which may include but are not limited to management 7 practices related to bioretention, landscaping, the use of 8 permeable or pervious pavement, and soil quality restoration. 9 The moneys shall be allocated on a cost-share basis as provided 10 in chapter 161A. 11 7. Notwithstanding any other provision of law to the 12 contrary, the department may use moneys appropriated in 13 subsection 1 to carry out the provisions of this section on a 14 cost-share basis in combination with other moneys available to 15 the department from a state or federal source. 16 8. Not more than 10 percent of the moneys appropriated in 17 this section may be used to pay for the costs of administering 18 and implementing the water quality initiative by the 19 department’s division of soil conservation and water quality as 20 provided in section 466B.42 and this section. 21 DIVISION VII 22 IOWA RESOURCES ENHANCEMENT AND PROTECTION FUND 23 Sec. 29. REAP —— IN LIEU OF GENERAL FUND APPROPRIATION. NEW SECTION . 456A.13B Occupancy of state housing 11 in state parks. 12 1. If an employee of the department occupies a state-owned 13 residence located within a state park on January 1, 2022, the 14 employee may continue to occupy that residence until December 15 31, 2023, under the same terms and conditions that applied on 16 the date that the employee first occupied the residence. 17 2. This section is repealed on January 1, 2024. 18 Sec. 35. EFFECTIVE DATE.
