(1)
The
commission
shall
annually
limit
to
six
thousand

the
number
of
nonresidents
allowed
to
have
antlered
or
any

sex
deer
hunting
licenses.
Of
the
six
thousand
nonresident
14
antlered
or
any
sex
deer
hunting
licenses
issued,
fifty
of
the
15
licenses
shall
be
reserved
for
nonresidents
who
have
made
a
16
reservation
with
a
nonprofit
organization
that
hosts
guided
17
hunting
services
for
veterans
of
the
armed
forces
of
the
18
United
States.
A
nonresident
may
only
receive
one
antlered
19
or
any
sex
deer
hunting
license
under
this
subparagraph.
If
20
fewer
than
fifty
nonresidents
apply
for
a
reserved
license
by
21
the
application
deadline
set
by
the
commission
by
rule,
any
22
license
not
issued
shall
be
made
available
for
purchase
at
the
23
same
time
and
in
the
same
manner
as
other
excess
nonresident
24
antlered
or
any
sex
deer
hunting
licenses.
Not
more
than
25
thirty-five
percent
of
the
issued
reserved
licenses
shall
be
26
bow
season
licenses.
The
nonresident
applying
for
a
reserved
27
license
shall
provide
with
the
license
application
evidence
28
that
the
nonresident
has
a
reservation
with
an
eligible
hunting
29
guide
service
that
is
scheduled
during
a
period
in
which
the
30
license
is
valid.
Of
the
six
thousand
remaining
nonresident

antlered
or
any
sex
deer
hunting
licenses
issued,
not
more

than

the

DEER
POPULATION
STUDY.
The
department
of
3
natural
resources
shall
conduct
a
study
to
determine
the
4
estimated
deer
population
in
each
county
in
this
state,
which
5
shall
include
historical
population
numbers
and
population
6
trends
and
be
supported
by
historical
records
dating
back
to
7
1970
if
such
data
is
available,
and
prepare
a
report.
The
8
department
shall
review
and
provide
scientific
data
relating
9
to
the
environmental
impact
of
deer
populations,
including
the
10
impact
to
crops
and
nut,
fruit,
Christmas,
and
lumber
trees.
11
The
department
shall
also
review
the
spread
of
disease
in
12
deer
and
other
cervidae
wildlife
populations.
Additionally,
13
the
report
shall
include
information
on
property
loss,
14
medical
costs,
and
fatalities
due
to
deer-vehicle
accidents
15
and
incidents
of
airport
runway
incursions
by
deer.
In
16
conducting
the
study,
the
department
shall
work
with
relevant
17
representatives
from
the
Iowa
state
university
of
science
and
18
technology
agricultural
extension
service,
the
department
of
19
transportation,
and
the
insurance
division
of
the
department
of
20
commerce.
Expenses
for
conducting
the
study
shall
be
paid
from
21
the
fish
and
wildlife
protection
fund
established
in
section
22
456A.17
and
such
payments
are
considered
a
proper
use
of
the
23
funds
for
purposes
of
section
456A.27
and
Article
VII,
section
24
9,
of
the
Constitution
of
the
State
of
Iowa.
The
department
25
shall
submit
the
report
summarizing
the
results
of
the
study
to
26
the
general
assembly
by
October
1,
2024,
and
every
three
years
27
thereafter.
