By striking everything after the enacting clause and 2 inserting: 3 < DIVISION I 4 MEDICAID —— MATERNITY CARE —— DOULA CARE 5 Section 1. MEDICAID REIMBURSEMENT FOR MATERNITY CARE 6 INCLUDING DOULA CARE. Under both fee-for-service and managed 7 care administration of Medicaid, the department of human 8 services shall adopt rules pursuant to chapter 17A, amend any 9 contract with a managed care organization, and apply for any 10 Medicaid state plan amendment or waiver as may be necessary 11 to provide for maternity care including doula care. For the 12 purposes of this section, “doula” means a trained professional 13 who provides continuous physical, emotional, and informational 14 support to a pregnant person before, during, and after 15 childbirth to improve birth outcomes, prevent stillbirths and 16 infant deaths, and reduce maternal morbidity and mortality. 17 DIVISION II 18 MEDICAID EXTENDED POSTPARTUM COVERAGE OPTION —— APPROPRIATION 19 Sec. 2. MEDICAID EXTENDED POSTPARTUM COVERAGE OPTION. The 20 department of human services shall submit a Medicaid state plan 21 amendment to the centers for Medicare and Medicaid services of 22 the United States department of health and human services for 23 approval of the option to provide twelve months of continuous 24 postpartum coverage under the Medicaid program to pregnant 25 women enrolled in the Medicaid program in accordance with 26 section 1902(e)(16) of the Social Security Act. 27 Sec. 3. MEDICAID EXTENDED POSTPARTUM COVERAGE OPTION —— 28 APPROPRIATION. There is appropriated from the general fund of 29 the state to the department of human services for the following 30 fiscal years, the following amounts or so much thereof as is 31 necessary to fund extended postpartum coverage to pregnant 32 women enrolled in the Medicaid program in accordance with this 33 division of this Act: 34 FY 2022-2023 35 -1- SF 2381.4278 (2) 89 pf/rh 1/ 2 #1.
