Section 257.1, subsection 2, paragraph b, Code 4 2022, is amended to read as follows: 5 b. For the budget year commencing July 1, 1999, and for 6 each succeeding budget year beginning before July 1, 2022, 7 the regular program foundation base per pupil is eighty-seven 8 and five-tenths percent of the regular program state cost per 9 pupil. For the budget year commencing July 1, 2022, and for 10 each succeeding budget year, the regular program foundation 11 base per pupil is eighty-eight and four-tenths percent of the 12 regular program state cost per pupil. For the budget year 13 commencing July 1, 1991, and for each succeeding budget year 14 the special education support services foundation base is 15 seventy-nine percent of the special education support services 16 state cost per pupil. The combined foundation base is the sum 17 of the regular program foundation base, the special education 18 support services foundation base, the total teacher salary 19 supplement district cost, the total professional development 20 supplement district cost, the total early intervention 21 supplement district cost, the total teacher leadership 22 supplement district cost, the total area education agency 23 teacher salary supplement district cost, the total mental 24 health supplement district cost, and the total area education 25 agency professional development supplement district cost. 26 Sec. ___. Section 257.1, subsection 3, Code 2022, is amended 27 to read as follows: 28 3. Computations rounded. For the budget year beginning July 1, 2022, the 13 mental health supplement state cost per pupil is equal to 14 one-half percent of the regular program state cost per pupil 15 for the budget year beginning July 1, 2022. The mental 16 health supplement state cost per pupil for the budget year 17 beginning July 1, 2023, and succeeding budget years, shall be 18 the amount calculated by the department of management under 19 this subsection for the base year plus a supplemental state 20 aid amount that is equal to the mental health supplement 21 categorical state percent of growth, pursuant to section 22 257.8, subsection 2, for the budget year, multiplied by the 23 amount calculated by the department of management under this 24 subsection for the base year. 25 Sec. ___. Section 257.10, subsection 8, paragraph a, Code 26 2022, is amended to read as follows: 27 a. Combined district cost is the sum of the regular 28 program district cost per pupil multiplied by the weighted 29 enrollment, the special education support services district 30 cost, the total teacher salary supplement district cost, the 31 total professional development supplement district cost, the 32 total mental health supplement district cost, the total early 33 intervention supplement district cost, and the total teacher 34 leadership supplement district cost, plus the sum of the 35 -2- HF 2316.3102 (3) 89 md/jh 2/ 3 #2. #3.

additional district cost allocated to the district to fund 1 media services and educational services provided through the 2 area education agency, the area education agency total teacher 3 salary supplement district cost and the area education agency 4 total professional development supplement district cost. 5 Sec. ___. Section 257.10, Code 2022, is amended by adding 6 the following new subsection: 7 NEW SUBSECTION . 12A. Mental health supplement district cost 8 per pupil and district cost. 9 a. For the budget year beginning July 1, 2022, and each 10 succeeding budget year, the mental health supplement district 11 cost per pupil is equal to the mental health supplement state 12 cost per pupil as determined under section 257.9, subsection 13 12, for the same budget year. 14 b. The total mental health supplement district cost is the 15 product of the mental health supplement district cost per pupil 16 multiplied by the school district’s weighted enrollment for the 17 budget year. 18 c. The funds calculated under this subsection shall be 19 used by the school district for costs to employ student 20 mental health and behavioral staff and professionals including 21 school counselors, school nurses, and school social workers, 22 and for evidence-based mental health services, supports, 23 and programming. Funding provided under this subsection is 24 intended to supplement, not supplant, existing school district 25 funding for student mental health and behavioral professionals 26 and services.> 27 4.
