The moneys appropriated in subsection 1 shall be used for 21 the public purpose of providing a grant to a national nonprofit 22 organization with over 80 years of experience in assisting 23 children and adults with disabilities and special needs. The 24 moneys shall be used to support a nationally recognized program 25 that began in 1986 and has been replicated in at least 30 other 26 states, but which is not available through any other entity 27 in this state, and that provides assistance to farmers with 28 disabilities in all 99 counties to allow the farmers to remain 29 in their own homes and be gainfully engaged in farming through 30 provision of agricultural worksite and home modification 31 consultations, peer support services, services to families, 32 information and referral, and equipment loan services. 33 3. Notwithstanding section 8.33 , moneys appropriated in 34 this section that remain unencumbered or unobligated at the 35 -4- SF 598.2405 (2) 89 (amending this SF 598 to CONFORM to HF 860) da/tm 4/ 25

WATER QUALITY INITIATIVE —— GENERAL. 8 1. There is appropriated from the general fund of the state 9 to the department of agriculture and land stewardship for the 10 fiscal year beginning July 1, 2021, and ending June 30, 2022, 11 the following amount, or so much thereof as is necessary, to be 12 used for the purposes designated: 13 For deposit in the water quality initiative fund created in 14 section 466B.45 , for purposes of supporting the water quality 15 initiative administered by the division of soil conservation 16 and water quality as provided in section 466B.42 , including 17 salaries, support, maintenance, and miscellaneous purposes: 18 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 3,000,000 19 2. a. The moneys appropriated in subsection 1 shall be 20 used to support projects in subwatersheds as designated by the 21 division that are part of high-priority watersheds identified 22 by the water resources coordinating council established 23 pursuant to section 466B.3 . 24 b. The moneys appropriated in subsection 1 shall be used to 25 support projects in watersheds generally, including regional 26 watersheds, as designated by the division and high-priority 27 watersheds identified by the water resources coordinating 28 council established pursuant to section 466B.3. 29 3. In supporting projects in subwatersheds and watersheds 30 as provided in subsection 2, all of the following shall apply: 31 a. The demonstration projects shall utilize water quality 32 practices as described in the Iowa nutrient reduction strategy 33 as defined in section 455B.171 . 34 b. The division shall implement demonstration projects as 35 -6- SF 598.2405 (2) 89 (amending this SF 598 to CONFORM to HF 860) da/tm 6/ 25
provided in paragraph “a” by providing for participation by 1 persons who hold a legal interest in agricultural land used in 2 farming. To every extent practical, the division shall provide 3 for collaborative participation by such persons who hold a 4 legal interest in agricultural land located within the same 5 subwatershed. 6 c. The division shall implement a demonstration project on 7 a cost-share basis as determined by the division. However, 8 except for edge-of-field practices, the state’s share of the 9 amount shall not exceed 50 percent of the estimated cost of 10 establishing the practice as determined by the division or 11 50 percent of the actual cost of establishing the practice, 12 whichever is less. 13 d. The demonstration projects shall be used to educate other 14 persons about the feasibility and value of establishing similar 15 water quality practices. The division shall promote field day 16 events for purposes of allowing interested persons to establish 17 water quality practices on their agricultural land. 18 e. The division shall conduct water quality evaluations 19 within supported subwatersheds. Within a reasonable period 20 after accumulating information from such evaluations, the 21 division shall create an aggregated database of water quality 22 practices. Any information identifying a person holding a 23 legal interest in agricultural land or specific agricultural 24 land shall be a confidential record under section 22.7 . 25 4. The moneys appropriated in subsection 1 shall be used 26 to support education and outreach in a manner that encourages 27 persons who hold a legal interest in agricultural land used for 28 farming to implement water quality practices, including the 29 establishment of such practices in watersheds generally, and 30 not limited to subwatersheds or high-priority watersheds. 31 5. The moneys appropriated in subsection 1 may be used 32 to contract with persons to coordinate the implementation of 33 efforts provided in this section. 34 6. The moneys appropriated in subsection 1 may be used by 35 -7- SF 598.2405 (2) 89 (amending this SF 598 to CONFORM to HF 860) da/tm 7/ 25
the department to support urban soil and water conservation 1 efforts, which may include but are not limited to management 2 practices related to bioretention, landscaping, the use of 3 permeable or pervious pavement, and soil quality restoration. 4 The moneys shall be allocated on a cost-share basis as provided 5 in chapter 161A. 6 7. Notwithstanding any other provision of law to the 7 contrary, the department may use moneys appropriated in 8 subsection 1 to carry out the provisions of this section on a 9 cost-share basis in combination with other moneys available to 10 the department from a state or federal source. 11 8. Not more than 10 percent of the moneys appropriated in 12 this section may be used to pay for the costs of administering 13 and implementing the water quality initiative by the 14 department’s division of soil conservation and water quality as 15 provided in section 466B.42 and this section. 16 DIVISION III 17 DEPARTMENT OF NATURAL RESOURCES 18 Sec. 13. GENERAL FUND —— DEPARTMENT. 19 1. VISITOR PARKING AT STATE PARKS —— STUDY. The 14 department of natural resources shall conduct a study of the 15 availability of visitor parking at state parks. The department 16 shall identify any inadequacy in the availability of visitor 17 parking at each state park during periods of high use. The 18 department shall prepare a report which shall identify each 19 state park that fails to provide adequate visitor parking and 20 a recommendation to improve that state park to accommodate 21 existing or expected visitor parking. The department shall 22 submit the report to the governor and general assembly not 23 later than December 10, 2021. 24 DIVISION IV 25 IOWA STATE UNIVERSITY 26 SPECIAL GENERAL FUND APPROPRIATIONS 27 Sec. 22. Paragraph “a” does not apply to a reduction made to 9 support the college of veterinary medicine, if the same 10 percentage of reduction imposed on the college of veterinary 11 medicine is also imposed on all of Iowa state university of 12 science and technology’s budget units. 13 3. If by June 30, 2022, Iowa state university of science and 14 technology fails to allocate the moneys appropriated in this 15 section to the college of veterinary medicine in accordance 16 with this section, the moneys appropriated in this section for 17 that fiscal year shall revert to the general fund of the state. 18 Sec. 23. LIVESTOCK DISEASE RESEARCH. Notwithstanding section 8.33, moneys appropriated for 22 the fiscal year beginning July 1, 2021, in this division of 23 this Act to the department of agriculture and land stewardship 24 to provide financial assistance for the establishment of 25 permanent soil and water conservation practices that remain 26 unencumbered or unobligated at the close of the fiscal year 27 shall not revert but instead shall remain available for 28 expenditure for the purposes designated until the close of the 29 fiscal year beginning July 1, 2024. 30 2. The moneys appropriated in subsection 1 shall be 17 used to support projects in subwatersheds as designated by the 18 division that are part of high-priority watersheds identified 19 by the water resources coordinating council established 20 pursuant to section 466B.3 . 21 b. The moneys appropriated in subsection 1 shall be used to 22 support projects in watersheds generally, including regional 23 watersheds, as designated by the division and high-priority 24 watersheds identified by the water resources coordinating 25 council established pursuant to section 466B.3. 26 3. In supporting projects in subwatersheds and watersheds 27 as provided in subsection 2, all of the following shall apply: 28 a. The demonstration projects shall utilize water quality 29 practices as described in the Iowa nutrient reduction strategy 30 as defined in section 455B.171 . 31 b. The division shall implement demonstration projects as 32 provided in paragraph “a” by providing for participation by 33 persons who hold a legal interest in agricultural land used in 34 farming. To every extent practical, the division shall provide 35 -21- SF 598.2405 (2) 89 (amending this SF 598 to CONFORM to HF 860) da/tm 21/ 25
for collaborative participation by such persons who hold a 1 legal interest in agricultural land located within the same 2 subwatershed. 3 c. The division shall implement a demonstration project on 4 a cost-share basis as determined by the division. However, 5 except for edge-of-field practices, the state’s share of the 6 amount shall not exceed 50 percent of the estimated cost of 7 establishing the practice as determined by the division or 8 50 percent of the actual cost of establishing the practice, 9 whichever is less. 10 d. The demonstration projects shall be used to educate other 11 persons about the feasibility and value of establishing similar 12 water quality practices. The division shall promote field day 13 events for purposes of allowing interested persons to establish 14 water quality practices on their agricultural land. 15 e. The division shall conduct water quality evaluations 16 within supported subwatersheds. Within a reasonable period 17 after accumulating information from such evaluations, the 18 division shall create an aggregated database of water quality 19 practices. Any information identifying a person holding a 20 legal interest in agricultural land or specific agricultural 21 land shall be a confidential record under section 22.7 . 22 4. The moneys appropriated in subsection 1 shall be used 23 to support education and outreach in a manner that encourages 24 persons who hold a legal interest in agricultural land used for 25 farming to implement water quality practices, including the 26 establishment of such practices in watersheds generally, and 27 not limited to subwatersheds or high-priority watersheds. 28 5. The moneys appropriated in subsection 1 may be used 29 to contract with persons to coordinate the implementation of 30 efforts provided in this section. 31 6. The moneys appropriated in subsection 1 may be used by 32 the department to support urban soil and water conservation 33 efforts, which may include but are not limited to management 34 practices related to bioretention, landscaping, the use of 35 -22- SF 598.2405 (2) 89 (amending this SF 598 to CONFORM to HF 860) da/tm 22/ 25
permeable or pervious pavement, and soil quality restoration. 1 The moneys shall be allocated on a cost-share basis as provided 2 in chapter 161A. 3 7. Notwithstanding any other provision of law to the 4 contrary, the department may use moneys appropriated in 5 subsection 1 to carry out the provisions of this section on a 6 cost-share basis in combination with other moneys available to 7 the department from a state or federal source. 8 8. Not more than 10 percent of the moneys appropriated in 9 this section may be used to pay for the costs of administering 10 and implementing the water quality initiative by the 11 department’s division of soil conservation and water quality as 12 provided in section 466B.42 and this section. 13 DIVISION VIII 14 IOWA RESOURCES ENHANCEMENT AND PROTECTION FUND 15 Sec. 31. REAP —— IN LIEU OF GENERAL FUND APPROPRIATION. In 16 lieu of the standing appropriation in section 455A.18 , there is 17 appropriated from the environment first fund created in section 18 8.57A to the Iowa resources enhancement and protection fund 19 for the fiscal year beginning July 1, 2021, and ending June 20 30, 2022, the following amount, to be allocated as provided in 21 section 455A.19 : 22 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 12,000,000 23 Sec. 32. REAP —— OPEN SPACES ACCOUNT —— STATE PARK 24 MAINTENANCE AND REPAIR. Notwithstanding section 455A.19, 25 subsection 1, paragraph “a”, subparagraph (1), of the moneys 26 allocated to the open spaces account of the Iowa resources 27 enhancement and protection fund, up to $1,000,000 may be 28 used by the department of natural resources for state park 29 maintenance and repair for the fiscal year beginning July 1, 30 2021, and ending on June 30, 2022. 31 DIVISION IX 32 CODE CHANGES 33 Sec. 33. Section 8.57, subsection 5, paragraph f, 34 subparagraph (1), subparagraph division (c), subparagraph 35 -23- SF 598.2405 (2) 89 (amending this SF 598 to CONFORM to HF 860) da/tm 23/ 25
subdivision (i), Code 2021, is amended to read as follows: 1 (i) For each fiscal year of the period beginning July 2 1, 2020, and ending June 30, 2029 2039 , of the wagering tax 3 receipts received pursuant to sections 99D.17 and 99F.11 , the 4 next fifteen million dollars shall be deposited in the water 5 quality infrastructure fund created in section 8.57B . 6 Sec. 34. Section 8.57, subsection 5, paragraph f, 7 subparagraph (1), subparagraph division (c), subparagraph 8 subdivision (ii), subparagraph part (B), Code 2021, is amended 9 to read as follows: 10 (B) On July 1, 2029 2039 . 11 Sec. 35. Section 16.134, Code 2021, is amended by adding the 12 following new subsection: 13 NEW SUBSECTION . 5A. A regional water association comprised 14 of entities that serve regional water and wastewater systems 15 shall be considered eligible for financial assistance in the 16 form of grants or loans under the program for purposes of 17 supporting the planning and forecasting of wastewater treatment 18 facilities and systems and drinking water treatment facilities 19 and systems. 20 Sec. 36. NEW SECTION . 159A.17 Appropriation. 21 For the fiscal year beginning July 1, 2021, and ending 22 June 30, 2022, and for each fiscal year thereafter, there 23 is appropriated from the general fund of the state to the 24 renewable fuel infrastructure fund created in section 159A.16 25 the amount of eleven million dollars. 26 Sec. 37. Section 16.134A, subsection 2, paragraph a, 27 subparagraph (2), Code 2021, is amended to read as follows: 28 (2) This paragraph “a” is repealed on January 1, 2030 2040 . 29 Sec. 38. Section 16.134A, subsection 3, unnumbered 30 paragraph 1, Code 2021, is amended to read as follows: 31 For each fiscal year in the period beginning July 1, 32 2018, and ending June 30, 2029 2039 , there is appropriated 33 the following percentages of the balance of the fund for the 34 following purposes: 35 -24- SF 598.2405 (2) 89 (amending this SF 598 to CONFORM to HF 860) da/tm 24/ 25
Sec. 39. Section 423G.7, subsection 2, Code 2021, is amended 1 to read as follows: 2 2. July 1, 2029 2039 . 3 Sec. 40. Section 455A.18, subsection 3, paragraph a, Code 4 2021, is amended to read as follows: 5 a. For each fiscal year of the fiscal period beginning 6 July 1, 1997, and ending June 30, 2023 2026 , there is 7 appropriated from the general fund, to the Iowa resources 8 enhancement and protection fund, the amount of twenty million 9 dollars, to be used as provided in this chapter . However, 10 in any fiscal year of the fiscal period, if moneys from the 11 lottery are appropriated by the state to the fund, the amount 12 appropriated under this subsection shall be reduced by the 13 amount appropriated from the lottery. 14 Sec. 41. CONTINGENT EFFECTIVE DATE.
