1.
PUBLIC
ASSISTANCE
PROGRAM
OVERSIGHT

REPORTING.

1.
The
department
of
human
services
shall
continue
to
6
undertake
strategies
to
ensure
that
only
eligible
persons
7
receive
the
correct
amount
of
public
assistance
as
efficiently
8
as
possible.
In
doing
so,
the
department
shall
do
all
of
the
9
following:
10
a.
Proceed
in
securing
consulting
services
for
a
business
11
process
redesign
regarding
public
assistance
eligibility
to
12
be
implemented
beginning
July
1,
2021,
to
thoroughly
assess
13
the
state’s
current
public
assistance
determination
process
14
and
identify
strategies
to
reduce
food
assistance
payment
15
errors
and
increase
efficiencies
across
all
public
assistance
16
programs
under
the
department’s
purview.
The
department
shall
17
determine,
through
the
contractor’s
technical
assistance,
18
information
technology
modifications
needed
to
increase
such
19
efficiencies
and
to
assist
the
department
in
navigating
changes
20
necessitated
by
shifting
federal
requirements.
21
b.
Participate
in
the
national
accuracy
clearinghouse,
as
22
required
pursuant
to
the
federal
Agriculture
Improvement
Act
23
of
2018,
Pub.
L.
No.
115-334,
following
issuance
of
the
final
24
rule
by
the
food
and
nutrition
service
of
the
United
States
25
department
of
agriculture
to
implement
this
provision.
The
26
department
shall
continue
to
be
involved
in
planning
efforts
27
with
federal
partners
for
the
roll
out
of
the
national
accuracy
28
clearinghouse
to
other
states.
29
c.
Collect
robust
data
to
help
in
calculating
the
return
30
on
investment
based
on
the
use
of
an
income
verification
31
product
through
participation
in
a
no-cost
trial
of
an
income
32
verification
product
pilot
project.

2.
The
department
shall
not
implement
any
changes
related
34
to
public
assistance
eligibility
if
such
implementation
35

receipt
of,
or
places
at
risk
the
acceptance

of,
federal
funding
related
to
public
assistance
programs,

including
funding
provided
during
the
national
public
health

Security
Act,
Pub.
L.
No.
116-136.

3.
The
department
shall
report
progress
relating
to
the
6
efforts
specified
under
this
section
to
the
governor
and
the
7
general
assembly
on
a
periodic
basis.
