FOOD BANKS —— APPROPRIATION. 6 1. Notwithstanding section 8.57, subsection 1, paragraph 7 “b”, of the surplus existing in the general fund of the state 8 at the conclusion of the fiscal year ending June 30, 2020, 9 there is appropriated to the department of human services for 10 the fiscal year beginning July 1, 2020, and ending June 30, 11 2021, the following amount, or so much thereof as is necessary, 12 to be used for the purposes designated: 13 For distribution to the feeding America member food banks 14 located throughout the state: 15 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 13,000,000 16 2. The moneys appropriated in this section shall be 17 distributed among the food banks based upon the percentage of 18 the state population of the service area of the specific food 19 bank. 20 3. At least twenty percent of the moneys received by each 21 food bank shall be used to assist community partners in the 22 service area of the food bank. 23 4. Notwithstanding section 8.33, moneys appropriated in 24 this section shall not revert at the close of the fiscal year, 25 but shall remain available for expenditure for the purposes 26 designated. 27 Sec. 2. EFFECTIVE DATE. This division of this Act, being 28 deemed of immediate importance, takes effect upon enactment. 29 Sec. 3. RETROACTIVE APPLICABILITY. This division of this 30 Act applies retroactively to July 1, 2020. 31 DIVISION II 32 DOUBLE UP FOOD BUCKS PROGRAM 33 Sec. 4. DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP —— 34 DOUBLE UP FOOD BUCKS PROGRAM —— SUPPLEMENTAL APPROPRIATION. 35 -1- SF284.380 (2) 89 ns/tm 1/ 3 #1.
1. There is appropriated from the general fund of the state 1 to the department of agriculture and land stewardship for 2 the fiscal year beginning July 1, 2020, and ending June 30, 3 2021, in addition to any other moneys appropriated for such 4 purpose for the same fiscal year, the following amount, or 5 so much thereof as is necessary, to be used for the purposes 6 designated: 7 To provide grants to support the double up food bucks 8 program administered by the Iowa healthiest state initiative 9 to make fresh fruits and vegetables sold at farmers markets, 10 grocery stores, and other participating locations accessible 11 to individuals and families who reside in this state and 12 receive assistance through the federal supplemental nutrition 13 assistance program: 14 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 2,000,000 15 2. A grant recipient that receives moneys pursuant to this 16 section shall provide at least a dollar-for-dollar match of the 17 grant assistance. 18 3.
