A county shall not require an inspection 8 of a manufactured home that has been inspected according to 9 requirements of the United States department of housing and 10 urban development and constructed in conformance with the 11 federal manufactured home construction and safety standards 12 provided in 24 C.F.R. pt. 3280. 13 Sec. 2. Section 414.28, Code 2022, is amended by adding the 14 following new subsection: 15 NEW SUBSECTION . 3A. A city shall not require an inspection 16 of a manufactured home that has been inspected according to 17 requirements of the United States department of housing and 18 urban development and constructed in conformance with the 19 federal manufactured home construction and safety standards 20 provided in 24 C.F.R. pt. 3280. 21 DIVISION II 22 WORK-BASED LEARNING 23 Sec. 3. Section 256.9, Code 2022, is amended by adding the 24 following new subsection: 25 NEW SUBSECTION . 65. Adopt rules to establish and maintain 26 a process that requires the boards of directors of school 27 districts to report to the department at least annually 28 regarding student participation in work-based learning 29 programs established by the board of directors of the school 30 district, including registered apprenticeships, quality 31 pre-apprenticeships, internships, on-the-job training, 32 and projects through the Iowa clearinghouse for work-based 33 learning. 34 Sec. 4. Section 272.1, Code 2022, is amended by adding the 35 -1- HF 2569.4327 (2) 89 (amending this HF 2569 to CONFORM to SF 2383) ko/jh 1/ 15 #1.
following new subsection: 1 NEW SUBSECTION . 18. “Work-based learning program supervisor” 2 means a person who is certified pursuant to section 272.16 3 to supervise students’ opportunities and experiences related 4 to workplace tours, job shadowing, rotations, mentoring, 5 entrepreneurship, service learning, internships, and 6 apprenticeships. 7 Sec. 5. NEW SECTION . 272.16 Work-based learning program 8 supervisor certificates. 9 1. The board of educational examiners shall adopt rules 10 pursuant to chapter 17A relating to a certification system 11 for work-based learning program supervisors. The rules shall 12 specify rights, responsibilities, levels, and qualifications 13 for the certificate. The certificate shall not require more 14 than fifteen contact hours, which shall be available over 15 the internet and which shall provide instruction related to 16 fundamentals in career education, curriculum, assessment, and 17 the evaluation of student participation. 18 2. Applicants shall be disqualified for any reason 19 specified in section 272.2, subsection 14, or in rules adopted 20 by the board of educational examiners. 21 3. A certificate issued pursuant to this section shall 22 not be considered a teacher or administrator license for any 23 purpose specified by law, including the purposes specified 24 under this chapter or chapter 279. 25 4. The work-based learning program supervisor certificate 26 established pursuant to this section shall be considered a 27 professional development program. 28 Sec. 6. Section 279.61, subsection 1, paragraph a, 29 subparagraph (2), Code 2022, is amended to read as follows: 30 (2) Identify the coursework and work-based learning 31 needed in grades nine through twelve to support the student’s 32 postsecondary education and career options. 33 Sec. 7. Section 279.61, subsection 1, paragraph a, Code 34 2022, is amended by adding the following new subparagraph: 35 -2- HF 2569.4327 (2) 89 (amending this HF 2569 to CONFORM to SF 2383) ko/jh 2/ 15
NEW SUBPARAGRAPH . (4) Prior to graduation, advise the 1 student how to successfully complete the free application for 2 federal student aid. 3 DIVISION III 4 HEALTH CARE WORKFORCE RECRUITMENT 5 Sec. 8. Section 261.113, subsection 2, Code 2022, is amended 6 to read as follows: 7 2. Eligibility. An individual is eligible to apply to 8 enter into a program agreement with the commission pursuant to 9 subsection 3 if the individual is enrolled full-time in and 10 receives a recommendation from the state university of Iowa 11 college of medicine or Des Moines university —— osteopathic 12 medical center in a curriculum leading to a doctor of medicine 13 degree or a doctor of osteopathic medicine degree. 14 Sec. 9. Section 261.113, subsection 3, paragraphs c and d, 15 Code 2022, are amended to read as follows: 16 c. Complete the residency program requirement with an 17 Iowa-based residency program . 18 d. Within nine months of graduating from the residency 19 program and receiving a permanent license in accordance with 20 paragraph “b” , engage in the full-time or part-time practice 21 of medicine and surgery or osteopathic medicine and surgery 22 specializing in family medicine, pediatrics, psychiatry, 23 internal medicine, obstetrics and gynecology, neurology, or 24 general surgery for a period of five consecutive years in 25 the service commitment area specified under subsection 8 , 26 unless the loan repayment recipient receives a waiver from the 27 commission to complete the years of practice required under 28 the agreement in another service commitment area pursuant to 29 subsection 8 . 30 Sec. 10. Section 261.113, subsections 5, 7, 8, 9, 10, and 31 12, Code 2022, are amended to read as follows: 32 5. Loan repayment amounts. The amount of loan repayment 33 an eligible student who enters into an agreement pursuant to 34 subsection 3 shall receive if in compliance with obligations 35 -3- HF 2569.4327 (2) 89 (amending this HF 2569 to CONFORM to SF 2383) ko/jh 3/ 15
under the agreement shall be forty thousand dollars annually 1 for an eligible loan if the total loan amount equals or exceeds 2 two hundred thousand dollars. Payments under this section made 3 pursuant to an agreement entered into under subsection 3 may be 4 made for each year of eligible practice during a period of five 5 consecutive years and shall not exceed a total of two hundred 6 thousand dollars. If the total amount of an eligible student’s 7 eligible loan upon graduation is less than two hundred thousand 8 dollars, the commission shall divide the total amount of the 9 eligible student’s eligible loan by five to determine the 10 annual amount of loan repayment the loan recipient is eligible 11 to receive. 12 7. Program agreement limitation. The commission shall not 13 enter into more than twenty program agreements annually unless 14 surplus funds are available . The percentage of agreements 15 entered into pursuant to subsection 3 by students attending 16 eligible universities shall be evenly divided. However, if 17 there are fewer applicants at one eligible university, eligible 18 student applicants enrolled in other eligible universities may 19 be awarded the remaining agreements. 20 8. Selection of service commitment area. A loan repayment 21 recipient shall notify the commission of the recipient’s 22 service commitment area prior to beginning practice in the area 23 in accordance with subsection 3 , paragraph “d” . The commission 24 may waive the requirement that the loan repayment recipient 25 practice in the same service commitment area for all five 26 years. 27 9. Rules for additional loan repayment. The commission 28 shall adopt rules to provide, in addition to loan repayment 29 provided to eligible students pursuant to this section an 30 agreement entered into under subsection 3, and subject to the 31 availability of surplus funds, loan repayment to a physician 32 who received a doctor of medicine or doctor of osteopathic 33 medicine degree from an eligible university as provided in 34 subsection 2 , obtained a license to practice medicine and 35 -4- HF 2569.4327 (2) 89 (amending this HF 2569 to CONFORM to SF 2383) ko/jh 4/ 15
surgery or osteopathic medicine and surgery in this state, 1 completed the physician’s residency program requirement 2 with an Iowa-based residency program , and is engaged in the 3 full-time or part-time practice of medicine and surgery or 4 osteopathic medicine and surgery as specified specializing 5 in a practice area listed in subsection 3 , paragraph “d” , in 6 a service commitment area for a period of five consecutive 7 years. The amount of loan repayment provided to a physician 8 pursuant to this subsection shall be subject to the same 9 limitations applicable to an eligible student under subsection 10 5. The total amount of a physician’s eligible loans shall 11 be established as of the date the physician applies for loan 12 repayment pursuant to this subsection . 13 10. Part-time practice —— agreement amended. A person who 14 entered into an agreement pursuant to subsection 3 may apply 15 to the commission to amend the agreement to allow the person 16 to engage in less than the full-time a part-time practice 17 specified in the agreement and under subsection 3 , paragraph 18 “d” . The For agreements entered into pursuant to subsection 19 3 prior to July 1, 2022, the commission and the person may 20 consent to amend the agreement under which the person shall 21 engage in less than full-time the part-time practice of 22 medicine and surgery or osteopathic medicine and surgery 23 specializing in family medicine, pediatrics, psychiatry, 24 internal medicine, obstetrics and gynecology, neurology, or 25 general surgery in a service commitment area , for an extended 26 period of part-time practice determined by the commission to 27 be proportional to the amount of full-time practice remaining 28 under the original agreement. For purposes of this subsection , 29 “less than the full-time practice” means at least seventy 30 percent of a forty-hour workweek. 31 12. Trust fund established. A rural Iowa primary care 32 trust fund is created in the state treasury as a separate fund 33 under the control of the commission. The commission shall 34 remit all repayments made pursuant to this section to the 35 -5- HF 2569.4327 (2) 89 (amending this HF 2569 to CONFORM to SF 2383) ko/jh 5/ 15
rural Iowa primary care trust fund. All moneys deposited or 1 paid into the trust fund are appropriated and made available 2 to the commission to be used for meeting the requirements 3 of this section . Moneys in the fund up to the total amount 4 that an eligible student or a physician may receive for 5 an eligible loan in accordance with this section and upon 6 fulfilling the requirements of subsection 3 or subsection 9, as 7 applicable , shall be considered encumbered for the duration of 8 the agreement entered into pursuant to subsection 3 eligible 9 student’s or physician’s obligation under subsection 3 or 10 subsection 9, as applicable . Notwithstanding section 8.33 , any 11 balance in the fund on June 30 of each fiscal year shall not 12 revert to the general fund of the state, but shall be available 13 for purposes of this section in subsequent fiscal years. 14 Sec. 11. Section 261.113, subsection 11, paragraph a, 15 subparagraph (6), Code 2022, is amended to read as follows: 16 (6) Any period of temporary medical incapacity during which 17 the person obligated is unable, due to a medical condition, to 18 engage in full-time or part-time practice as required under 19 subsection 3 , paragraph “d” . 20 Sec. 12. Section 261.113, subsection 11, paragraph b, Code 21 2022, is amended to read as follows: 22 b. Except for a postponement under paragraph “a” , 23 subparagraph (6), an obligation to engage in practice under 24 an agreement entered into pursuant to subsection 3 , shall 25 not be postponed for more than two years from the time the 26 full-time or part-time practice was to have commenced under the 27 agreement. 28 Sec. 13. Section 261.113, subsection 11, paragraph c, 29 unnumbered paragraph 1, Code 2022, is amended to read as 30 follows: 31 An obligation to engage in full-time or part-time practice 32 under an agreement entered into pursuant to subsection 3 shall 33 be considered satisfied when any of the following conditions 34 are met: 35 -6- HF 2569.4327 (2) 89 (amending this HF 2569 to CONFORM to SF 2383) ko/jh 6/ 15
Sec. 14. Section 261.113, subsection 13, Code 2022, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . 0c. “Part-time practice” means at least 3 seventy percent of a forty-hour workweek. 4 Sec. 15. Section 261.115, subsection 5, paragraphs a and c, 5 Code 2022, are amended to read as follows: 6 a. “Eligible institution” means an institution of higher 7 learning governed by the state board of regents , a community 8 college established under chapter 260C, or an accredited 9 private institution as defined in section 261.9 . 10 c. “Health care professional” means an advanced registered 11 nurse practitioner, athletic trainer, occupational therapist, 12 physician, physician assistant, podiatrist, registered nurse, 13 or physical therapist who is licensed, accredited, registered, 14 or certified to perform specified health care services 15 consistent with state law. 16 Sec. 16. Section 261.116, Code 2022, is amended to read as 17 follows: 18 261.116 Health care loan repayment award program. 19 1. Definitions. For purposes of this section , unless the 20 context otherwise requires: 21 a. “Advanced registered nurse practitioner” means a person 22 licensed as a registered nurse under chapter 152 or 152E who 23 is licensed by the board of nursing as an advanced registered 24 nurse practitioner. 25 b. “Nurse educator” means a registered nurse who holds 26 a master’s degree or doctorate degree and is employed by a 27 community college, an accredited private institution, or an 28 institution of higher education governed by the state board 29 of regents as a faculty member to teach nursing at a nursing 30 education program approved by the board of nursing pursuant to 31 section 152.5 . 32 c. “Physician assistant” means a person licensed as a 33 physician assistant under chapter 148C . 34 d. “Qualified student loan” means a loan that was made, 35 -7- HF 2569.4327 (2) 89 (amending this HF 2569 to CONFORM to SF 2383) ko/jh 7/ 15
insured, or guaranteed under Tit. IV of the federal Higher 1 Education Act of 1965, as amended , or under Tit. VII or VIII 2 of the federal Public Health Service Act, as amended , directly 3 to the borrower for attendance at an approved postsecondary 4 educational institution. 5 e. d. “Service commitment area” means a city in Iowa with 6 a population of less than twenty-six thousand that is located 7 more than twenty miles from a city with a population of fifty 8 thousand or more. 9 2. Program established. A health care loan repayment award 10 program is established to be administered by the commission for 11 purposes of repaying the qualified student loans of providing 12 financial awards to registered nurses, advanced registered 13 nurse practitioners, physician assistants, and nurse educators 14 who practice full-time in a service commitment area or teach 15 full-time or part-time in this state, as appropriate, and who 16 are selected for the program in accordance with this section . 17 An applicant who is a member of the Iowa national guard is 18 exempt from the service commitment area requirement, but shall 19 submit an affidavit verifying the applicant is practicing 20 full-time in this state. A part-time nurse educator must also 21 practice as a registered nurse or an advanced registered nurse 22 practitioner to qualify for an award under this section. 23 3. Application requirements. Each applicant for loan 24 repayment an award shall, in accordance with the rules of the 25 commission, do the following: 26 a. Complete and file an application for loan repayment an 27 award . The individual shall be responsible for the prompt 28 submission of any information required by the commission. 29 b. File a new application and submit information as 30 required by the commission annually on the basis of which the 31 applicant’s eligibility for the renewed loan repayment award 32 will be evaluated and determined. 33 c. Complete and return, on a form approved by the 34 commission, an affidavit of practice verifying that the 35 -8- HF 2569.4327 (2) 89 (amending this HF 2569 to CONFORM to SF 2383) ko/jh 8/ 15
applicant is a registered nurse, an advanced registered nurse 1 practitioner, or a physician assistant who is practicing 2 full-time in a service commitment area in this state or is 3 a nurse educator who teaches full-time or part-time in this 4 state. A part-time nurse educator must also practice as a 5 registered nurse or an advanced registered nurse practitioner 6 to qualify for an award under this section. If practice in a 7 service commitment area is required as a condition of receiving 8 loan repayment an award , the affidavit shall specify the 9 service commitment area in which the applicant is practicing 10 full-time. 11 4. Loan repayment Award amounts. The annual amount of loan 12 repayment an award provided to a recipient under this section 13 shall not exceed is six thousand dollars , or twenty percent 14 of the recipient’s total qualified student loan, whichever 15 amount is less . A recipient is eligible for the loan repayment 16 program an award for not more than five consecutive years. 17 5. Refinanced loans. A loan repayment recipient who 18 refinances a qualified student loan by obtaining a private 19 educational loan may continue to receive loan repayment 20 under this section if the amount of loan repayment does not 21 exceed the lesser of the amount specified in subsection 4 or 22 the balance of the loan repayment amount the loan repayment 23 recipient qualified to receive with the qualified student loan. 24 6. 5. Selection criteria. The commission shall establish 25 by rule the evaluation criteria to be used in evaluating 26 applications submitted under this section . Priority shall be 27 given to applicants who are residents of Iowa and, if requested 28 by the adjutant general, to applicants who are members of the 29 Iowa national guard. 30 7. 6. Health care loan repayment award fund. A health care 31 loan repayment award fund is created for deposit of moneys 32 appropriated to or received by the commission for use under the 33 program. Notwithstanding section 8.33 , moneys deposited in the 34 health care loan repayment award fund shall not revert to any 35 -9- HF 2569.4327 (2) 89 (amending this HF 2569 to CONFORM to SF 2383) ko/jh 9/ 15
fund of the state at the end of any fiscal year but shall remain 1 in the loan repayment award fund and be continuously available 2 for loan repayment under the program. Notwithstanding section 3 12C.7, subsection 2 , interest or earnings on moneys deposited 4 in the health care loan award fund shall be credited to the 5 fund. 6 8. 7. Report. The commission shall submit in a report 7 to the general assembly by January 1, annually, the number of 8 individuals who received loan repayment an award pursuant to 9 this section , where the participants practiced or taught, the 10 amount paid to each program participant, and other information 11 identified by the commission as indicators of outcomes of the 12 program. 13 9. 8. Rules. The commission shall adopt rules pursuant to 14 chapter 17A to administer this section . 15 DIVISION IV 16 PROFESSIONAL LICENSING —— MILITARY SPOUSES 17 Sec. 17. Section 272C.4, subsections 11, 12, and 13, Code 18 2022, are amended by striking the subsections. 19 Sec. 18. Section 272C.12, subsection 1, unnumbered 20 paragraph 1, Code 2022, is amended to read as follows: 21 Notwithstanding any other provision of law, an occupational 22 or professional license, certificate, or registration, 23 including a license, certificate, or registration issued by 24 the board of educational examiners, shall be issued without an 25 examination to a person who establishes residency in this state 26 or to a person who is married to an active duty member of the 27 military forces of the United States and who is accompanying 28 the member on an official permanent change of station to a 29 military installation located in this state if all of the 30 following conditions are met: 31 Sec. 19. Section 272C.12, subsection 1, paragraph b, Code 32 2022, is amended by striking the paragraph and inserting in 33 lieu thereof the following: 34 b. For a license issued pursuant to chapter 103 or 105, the 35 -10- HF 2569.4327 (2) 89 (amending this HF 2569 to CONFORM to SF 2383) ko/jh 10/ 15
person has established residency in this state or is married 1 to an active duty member of the military forces of the United 2 States and is accompanying the member on an official permanent 3 change of station to a military installation located in this 4 state. 5 Sec. 20. Section 272C.12, subsection 3, paragraph e, Code 6 2022, is amended to read as follows: 7 e. A person who is licensed by another issuing jurisdiction 8 and is may be granted a privilege to practice in this state by 9 another provision of law without receiving a license in this 10 state. 11 Sec. 21. NEW SECTION . 272C.12A Licensure of military 12 spouses and veterans. 13 1. A licensing board, agency, or department shall expedite 14 the application for an occupational or professional license, 15 certificate, or registration, including a license, certificate, 16 or registration issued by the board of educational examiners, 17 by a person who is licensed in a profession or occupation with 18 a similar scope of practice in another state and who is married 19 to an active duty member of the military forces of the United 20 States or is a veteran, as defined in section 35.1. 21 2. a. If the licensing board, agency, or department 22 determines that the applicant does not qualify for licensure 23 pursuant to section 272C.12 because the person is not licensed, 24 certified, or registered in an occupation or profession with a 25 substantially similar scope of practice, the licensing board, 26 agency, or department shall issue a temporary license to the 27 applicant for a period of time deemed necessary by the board, 28 agency, or department for the applicant to complete education 29 or training substantially similar to the education or training 30 required for the issuance of the occupational or professional 31 license, certificate, or registration required of this state. 32 b. The licensing board, agency, or department shall advise 33 the applicant of the required education or training necessary 34 to obtain a professional license, certificate, or registration 35 -11- HF 2569.4327 (2) 89 (amending this HF 2569 to CONFORM to SF 2383) ko/jh 11/ 15
in this state. 1 3. After an applicant submits records of completing 2 the requirements identified in subsection 2, the licensing 3 board, agency, or department shall issue an occupational or 4 professional license, certificate, or registration to the 5 applicant. 6 4. A licensing board, agency, or department shall adopt 7 rules to provide credit toward qualifications for licensure 8 to practice an occupation or profession in this state for 9 education, training, and service obtained or completed by a 10 person while serving honorably on federal active duty, state 11 active duty, or national guard duty, as defined in section 12 29A.1, to the extent consistent with the qualifications 13 required by the appropriate licensing board, agency, or 14 department. The rules shall also provide credit toward 15 qualifications for initial licensure for education, training, 16 or service obtained or completed by a person while serving 17 honorably in the military forces of another state or the 18 organized reserves of the armed forces of the United States, to 19 the extent consistent with the qualifications required by the 20 appropriate licensing board, agency, or department. 21 5. A licensing board, agency, or department shall annually 22 file a report with the governor and the general assembly 23 providing information and statistics on licenses and temporary 24 licenses issued under this section and information and 25 statistics on credit received by individuals for education, 26 training, and service pursuant to subsection 4. 27 Sec. 22. Section 272C.14, Code 2022, is amended to read as 28 follows: 29 272C.14 Waiver of fees. 30 1. A licensing board, agency, or department , or the board 31 of educational examiners shall waive any fee charged to an 32 applicant for a license if the applicant’s household income 33 does not exceed two hundred percent of the federal poverty 34 income guidelines and the applicant is applying for the license 35 -12- HF 2569.4327 (2) 89 (amending this HF 2569 to CONFORM to SF 2383) ko/jh 12/ 15
for the first time in this state. 1 2. A licensing board, agency, department, or the board of 2 educational examiners shall waive an initial application fee 3 and one renewal fee for an applicant that has been honorably or 4 generally discharged from federal active duty or national guard 5 duty, as those terms are defined in section 29A.1, that would 6 otherwise be charged within five years of the discharge. 7 Sec. 23. IMPLEMENTATION. Each board, as defined in section 8 272.1 or section 272C.1, shall adopt rules pursuant to chapter 9 17A as necessary to implement the section of this division of 10 this Act amending section 272C.14 by January 11, 2023. 11 DIVISION V 12 FISHING AND HUNTING LICENSES —— MILITARY VETERANS 13 Sec. 24. Section 483A.24, Code 2022, is amended by adding 14 the following new subsection: 15 NEW SUBSECTION . 20. Upon payment of a fee, not to exceed 16 five dollars, established by rules adopted pursuant to 17 section 483A.1 for an annual armed forces fishing license or 18 annual armed forces hunting and fishing combined license, the 19 department shall issue an annual armed forces fishing license 20 or annual armed forces hunting and fishing combined license to 21 a resident of Iowa who has served in the armed forces of the 22 United States on federal active duty. The department shall 23 prepare an application to be used by a person requesting an 24 annual armed forces fishing license or annual armed forces 25 hunting and fishing combined license under this subsection. 26 The department may consult with the department of veterans 27 affairs when adopting rules to verify the status of applicants 28 under this subsection. 29 DIVISION VI 30 DRIVER’S LICENSE AND PARKING FEES —— VETERANS 31 Sec. 25. Section 321.191, Code 2022, is amended by adding 32 the following new subsection: 33 NEW SUBSECTION . 10. Fees waived —— veterans. 34 Notwithstanding the provisions of this section to the contrary, 35 -13- HF 2569.4327 (2) 89 (amending this HF 2569 to CONFORM to SF 2383) ko/jh 13/ 15
the department shall not charge the following fees for a 1 driver’s license to the following applicants: 2 a. The fees set forth under subsections 2 and 5 to an 3 applicant who is a veteran with a permanent service-connected 4 disability rating of one hundred percent, as certified by the 5 United States department of veterans affairs. 6 b. The fees set forth under subsections 3 and 4 to an 7 applicant who is on federal active duty or state active duty, 8 as those terms are defined in section 29A.1, or who was issued 9 an honorable discharge or general discharge under honorable 10 conditions from such service. 11 Sec. 26. Section 364.3, Code 2022, is amended by adding the 12 following new subsection: 13 NEW SUBSECTION . 17. a. A city that operates and maintains 14 parking meters or non-metered parking lots shall not enforce 15 any ordinance related to fees at such parking meters against, 16 and shall not charge a fee at any non-metered parking lot 17 to, a person whose vehicle is lawfully displaying any of the 18 following registration plates: 19 (1) Medal of honor special registration plates issued 20 pursuant to section 321.34, subsection 8. 21 (2) Ex-prisoner of war special registration plates issued 22 pursuant to section 321.34, subsection 8A. 23 (3) Purple heart special registration plates issued 24 pursuant to section 321.34, subsection 18. 25 (4) Registration plates displaying the alphabetical 26 characters “DV” preceding the registration plate number 27 pursuant to section 321.166, subsection 6. 28 b. TEMPORARY LICENSES —— INSURANCE PRODUCERS 1 Sec. 27. Section 522B.10, subsection 1, Code 2022, is 2 amended by adding the following new paragraphs: 3 NEW PARAGRAPH . e. To an applicant for a resident insurance 4 producer license who has met all of the requirements under 5 section 522B.5, subsection 1, and who has not been issued a 6 resident insurance producer license within ten business days 7 from the date that the applicant submitted fingerprints and 8 any other required identifying information to the commissioner 9 pursuant to section 522B.5A, subsection 3. 10 NEW PARAGRAPH . f. To an applicant for a nonresident 11 insurance producer license that has met all of the requirements 12 under section 522B.7 and that has not been issued a nonresident 13 insurance producer license within ten business days from that 14 date that the applicant submitted fingerprints and any other 15 required identifying information to the commissioner pursuant 16 to section 522B.5A, subsection 3. > 17 2.
