There is 5 appropriated from the Iowa coronavirus fiscal recovery fund 6 pursuant to section 8.57G, to the department of human services, 7 bureau of refugee services for the fiscal year beginning July 8 1, 2022, and ending June 30, 2023, the following amount, or so 9 much thereof as is necessary, for the purposes designated: 10 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 10,000,000 11 1. The bureau of refugee services shall utilize the funds 12 appropriated under this section to provide grants to nonprofit 13 organizations to develop and enhance local capacity and deliver 14 services to support refugees or immigrants in integrating into 15 Iowa communities. Grant applications shall include plans for 16 supporting the employment of the refugees or immigrants served. 17 A grantee shall provide a minimum of a ten percent cash match 18 from private or local government sources for the amount of 19 the grant received. Priority in the awarding of grants shall 20 be given to applications that include support for Afghan and 21 Ukrainian refugees. 22 2. Up to five percent of the funds appropriated under 23 this section may be used by the bureau of refugee services 24 for administrative purposes including the hiring of up to two 25 full-time equivalent positions as necessary to administer the 26 grant program and to coordinate program delivery. 27 3. Up to $250,000 of the funds appropriated under this 28 section shall be used by the bureau of refugee services 29 to engage a statewide, nonpartisan, nonprofit organization 30 comprised of over twenty chief decision makers of the state’s 31 largest employers and that elevates Iowa’s economy through 32 global thought leadership, research, and advocacy to assist the 33 bureau and grantees in facilitating communications with Iowa 34 employers and to provide technical assistance to employers in 35 -1- HF 2578.4244 (2) 89 pf/rn 1/ 2 #1.
