1.
The
department
of
transportation
shall
establish
a
Des

Moines
area
regional
transit
authority
alternative
funding

advisory
committee
to
study
the
most
effective
and
efficient

methods
to
increase
funding
for
the
Des
Moines
area
regional
8
transit
authority
that
are
alternative
to
an
increase
in
9
property
taxes.

2.
The
committee
shall
consist
of
five
voting
members
and
11
four
ex
officio,
nonvoting
members.
12
a.
The
voting
members
of
the
committee
shall
be
composed
of
13
all
of
the
following:

(1)
The
director
of
the
department
of
transportation
or
a
15
designee.
16
(2)
The
director
of
the
department
of
revenue
or
a
designee.
17
(3)
A
Polk
county
supervisor
appointed
by
the
governor.
18
(4)
A
member
of
a
city
council
of
a
city
in
Polk
county
in
19
which
the
Des
Moines
area
regional
transit
authority
operates,
20
appointed
by
the
governor.
21
(5)
A
representative
of
the
Des
Moines
area
regional
transit
22
authority
appointed
by
the
Des
Moines
area
regional
transit
23
authority.

b.
The
ex
officio,
nonvoting
members
of
the
committee
shall
25
be
two
state
representatives,
one
appointed
by
the
speaker
of
26
the
house
of
representatives
and
one
by
the
minority
leader
27
of
the
house
of
representatives,
and
two
state
senators,
one
28
appointed
by
the
majority
leader
of
the
senate
and
one
by
the
29
minority
leader
of
the
senate.

3.
Staffing
services
shall
be
provided
by
the
department
of
31
transportation
in
coordination
with
the
department
of
revenue.
32
4.
The
committee
shall
submit
a
report
containing
its
33
findings
and
recommendations
to
the
general
assembly
on
or
34
before
December
15,
2022.
