STUDY.

1.
The
department
of
natural
resources
shall
establish
a
law
9
enforcement
personnel
working
group
to
study
issues
involving
10
the
use
of
full-time
officers
of
the
department
appointed
11
pursuant
to
section
456A.13
as
full-time
officers,
other
12
than
supervisory
personnel,
and
who
have
the
same
powers
as
13
conferred
on
peace
officers
for
the
enforcement
of
laws
in
this
14
state.
The
working
group
shall
consider
issues
regarding
the
15
most
effective
and
efficient
use
of
such
full-time
officers,
16
including
their
position
classification
as
park
ranger
or
17
conservation
officer.

2.
The
members
of
the
working
group
shall
include
all
of
the
19
following:
20
a.
The
director
of
the
department
of
natural
resources,
or
a
21
designee
of
the
director.
22
b.
The
commissioner
of
public
safety,
or
a
designee
of
the
23
commissioner.
24
c.
Full-time
employees
of
the
department
of
natural
25
resources
appointed
by
the
director
who
are
affected
by
26
the
issues
considered
by
the
working
group.
The
full-time
27
employees
shall
include
not
more
or
less
than
two
conservation
28
officers
and
not
more
or
less
than
two
park
rangers.
29
d.
Four
members
of
the
general
assembly,
who
shall
serve
30
as
nonvoting,
ex
officio
members,
with
two
from
the
senate
and
31
two
from
the
house
of
representatives
and
not
more
than
one
32
member
from
each
chamber
being
from
the
same
political
party.

The
two
senators
shall
be
designated
one
member
each
by
the

president
of
the
senate,
after
consultation
with
the
majority

the

appropriations
subcommittee
on
agriculture

resources,
and
the
chairpersons
and
ranking
members
of
the

senate
and
house
committees
on
appropriations,
not
later
than
13
December
15,
