Section 15.231, subsection 1, paragraph a, Code 5 2022, is amended to read as follows: 6 a. The economic development authority shall, pursuant to 7 section 15.106A, subsection 1 , paragraph “o” , establish a 8 community catalyst building remediation fund for the purpose of 9 providing grants to cities and counties for the remediation of 10 underutilized buildings. The authority shall administer the 11 fund in a manner to make grant moneys annually available to 12 cities and counties for the purposes of this section . 13 Sec. ___. Section 15.231, subsection 2, paragraph a, Code 14 2022, is amended to read as follows: 15 a. The authority shall use moneys in the fund to provide 16 grants to cities , and to counties that have an unincorporated 17 area within the county in which at least three commercial 18 buildings are located, for the remediation of underutilized 19 buildings. The authority may provide grants under this 20 section using a competitive scoring process. Notwithstanding 21 subsection 3 , an emergency project shall be eligible for a 22 grant under this section . 23 Sec. ___. Section 15.231, subsection 2, paragraph b, 24 subparagraph (2), Code 2022, is amended to read as follows: 25 (2) “Unique and immediate opportunity” means remediation of 26 an underutilized building is time-sensitive and remediation is 27 reasonably expected to result in economic growth for the city 28 or the county in which the underutilized building is located. 29 Sec. ___. Section 15.231, subsections 4, 5, and 6, Code 30 2022, are amended to read as follows: 31 4. The authority shall enter into an agreement with each 32 city or county for the receipt of grants under this section . 33 For a city or county to receive grant moneys under this 34 section , the agreement must require the city or county to 35 -1- HF 2564.4017 (1) 89 ko/tm 1/ 2 #1.
provide resources, including financial or in-kind resources, to 1 the remediation project. The authority may negotiate the terms 2 of the agreement. 3 5. In providing grants under this section , the authority 4 shall coordinate with a city or a county to develop a plan for 5 the use of grant moneys that is consistent with the community 6 development, housing, and economic development goals of the 7 city or the county . The terms of the agreement entered into 8 pursuant to subsection 4 and the use of grants provided under 9 this section shall reflect the plan developed. 10 6. If a city or a county receives a grant under this 11 section , the amount of any lien created for costs related to 12 the remediation of the building shall not include any moneys 13 that the city or the county received pursuant to this section . > 14 2.
