Section 600.6, subsection 1, Code 2022, is 15 amended to read as follows: 16 1. A certified copy of the birth certificate showing 17 parentage of the person to be adopted or, if such certificate 18 is not available, a verified birth record. The department 19 of human services shall provide a certified copy of a birth 20 certificate to the person adopting a child when the department 21 of human services is the guardian of the child. 22 Sec. ___. Section 600.11, Code 2022, is amended to read as 23 follows: 24 600.11 Notice of adoption hearing. 25 1. The juvenile court or court shall set the time and place 26 of the adoption hearing prescribed in section 600.12 upon 27 application of the petitioner. The juvenile court or court 28 may continue the adoption hearing if the notice prescribed in 29 subsections 2 and 3 4 or subsections 3 and 4, as applicable, is 30 given, except that such notice shall only be given at least ten 31 days prior to the date which has been set for the continuation 32 of the adoption hearing. 33 2. a. adoption hearing, a copy of the petition and its attachments 1 and a notice of the adoption hearing shall be given by the 2 adoption petitioner to all of the following : 3 (1) A guardian, guardian ad litem if appointed for the 4 adoption proceedings, and custodian of, and a person in a 5 parent-child relationship with the person to be adopted. This 6 subparagraph does not require notice to be given to a person 7 whose parental rights have been terminated with regard to the 8 person to be adopted. 9 (2) The person to be adopted who is an adult. 10 (3) (2) Any person who is designated to make an 11 investigation and report under section 600.8 . 12 (4) (3) Any other person who is required to consent under 13 section 600.7 . 14 (5) (4) A person who has been granted visitation rights 15 with the child to be adopted pursuant to section 600C.1 . 16 (6) (5) A person who is ordered to pay support or a 17 postsecondary education subsidy pursuant to section 598.21F , or 18 chapter 234 , 252A , 252C , 252F , 598 , 600B , or any other chapter 19 of the Code, for a person eighteen years of age or older who is 20 being adopted by a stepparent, and the support order or order 21 requires payment of support or postsecondary education subsidy 22 for any period of time after the child reaches eighteen years 23 of age. 24 b. Nothing in this subsection shall require the petitioner 25 to give notice to self or to petitioner’s spouse. A duplicate 26 copy of the petition and its attachments shall be mailed to the 27 department by the clerk of court at the time the petition is 28 filed. 29 3. If the person to be adopted is an adult, at least twenty 30 days before the adoption hearing, a copy of the petition and 31 its attachments and a notice of the adoption hearing shall be 32 given by the adoption petitioner to the person to be adopted 33 and any other person who is required to consent to the adoption 34 under section 600.7. 35 -2- HF 2474.3543 (1) 89 cm/jh 2/ 3
4. A notice of the adoption hearing shall state the time, 1 place, and purpose of the hearing and shall be served in 2 accordance with rule of civil procedure 1.305 . Proof of the 3 giving of notice shall be filed with the juvenile court or 4 court prior to the adoption hearing. Acceptance of service by 5 the party being given notice shall satisfy the requirements of 6 this subsection . > 7 8.
