House File 2438 H-8067 Amend House File 2438 as follows: 1 1. By striking everything after the enacting clause and 2 inserting: 3 < Section 1. FOOD SECURITY WORKGROUP —— ACTION PLAN. The 4 department of public health in collaboration with the ^ 5 department of human services shall convene a workgroup that 6 includes a wide range of individuals and sectors including 7 but not limited to food assistance providers, local food 8 producers, business and community members and organizations, 9 local and regional government and nonprofit agencies, and 10 food assistance recipients to develop an action plan that 11 provides a comprehensive and targeted approach to addressing 12 food insecurity in the state. The workgroup shall determine 13 the prevalence of food insecurity in the state by assessing the 14 number, geographic location, and demographic characteristics of 15 Iowans who are food insecure, the number of Iowans who utilize 16 food banks, food pantries, or other federal and community food 17 assistance programs, and the number of families with children 18 who participate in the national school lunch program; and 19 shall evaluate the costs of food insecurity to the state’s 20 economy including the workforce, education, and health sectors 21 as well as the detrimental effects on individual and family 22 stability, opportunities, and quality of life. The workgroup 23 shall consider the factors that influence the availability, 24 cost, and quality of food to Iowa households, and shall create 25 an action plan that maximizes and streamlines state and federal 26 funding and program opportunities and that incorporates best 27 practices, local and regional initiatives, and cross-sector 28 and rural-urban partnerships to provide healthy, affordable, 29 accessible food to all Iowans. The workgroup shall submit 30 the action plan to the governor and the general assembly by 31 December 15, 2022. > 32 2.
