Section 257.8, subsections 1 and 2, Code 2022, 4 are amended to read as follows: 5 1. State percent of growth. The state percent of growth 6 for the budget year beginning July 1, 2019, is two and six 7 hundredths percent. The state percent of growth for the 8 budget year beginning July 1, 2020, is two and three-tenths 9 percent. The state percent of growth for the budget year 10 beginning July 1, 2021, is two and four-tenths percent. The 11 state percent of growth for the budget year beginning July 1, 12 2022, is five percent. The state percent of growth for each 13 subsequent budget year shall be established by statute which 14 shall be enacted within thirty days of the transmission of the 15 governor’s budget required by February 1 under section 8.21 16 during the regular legislative session beginning in the base 17 year. 18 2. Categorical state percent of growth. The categorical 19 state percent of growth for the budget year beginning July 20 1, 2019, is two and six hundredths percent. The categorical 21 state percent of growth for the budget year beginning July 22 1, 2020, is two and three-tenths percent. The categorical 23 state percent of growth for the budget year beginning July 1, 24 2021, is two and four-tenths percent. The categorical state 25 percent of growth for the budget year beginning July 1, 2022, 26 is five percent. The categorical state percent of growth 27 for each budget year shall be established by statute which 28 shall be enacted within thirty days of the transmission of the 29 governor’s budget required by February 1 under section 8.21 30 during the regular legislative session beginning in the base 31 year. years beginning on or after July 1, 2020, transportation equity 1 aid payments under section 257.16C . 2 Sec. 2. Section 257.9, subsection 2, Code 2022, is amended 3 to read as follows: 4 2. Regular program state cost per pupil for 1992-1993 and 5 succeeding years. 6 a. For the budget year beginning July 1, 1992, and 7 succeeding budget years beginning before July 1, 2018, the 8 regular program state cost per pupil for a budget year is the 9 regular program state cost per pupil for the base year plus the 10 regular program supplemental state aid for the budget year. 11 b. For the budget year beginning July 1, 2018, the regular 12 program state cost per pupil is the regular program state 13 cost per pupil for the base year plus the regular program 14 supplemental state aid for the budget year, plus five dollars. 15 c. For the budget year beginning July 1, 2019, the regular 16 program state cost per pupil is the regular program state 17 cost per pupil for the base year plus the regular program 18 supplemental state aid for the budget year, plus five dollars. 19 d. For the budget year beginning July 1, 2020, the regular 20 program state cost per pupil is the regular program state 21 cost per pupil for the base year plus the regular program 22 supplemental state aid for the budget year, plus ten dollars. 23 e. For the budget year beginning July 1, 2021, the regular 24 program state cost per pupil is the regular program state 25 cost per pupil for the base year plus the regular program 26 supplemental state aid for the budget year, plus ten dollars. 27 f. For the budget year beginning July 1, 2022, the regular 28 program state cost per pupil is the regular program state 29 cost per pupil for the base year plus the regular program 30 supplemental state aid for the budget year, plus ten dollars. 31 f. g. For the budget year beginning July 1, 2022 2023 , and 32 succeeding budget years, the regular program state cost per 33 pupil for a budget year is the regular program state cost per 34 pupil for the base year plus the regular program supplemental 35 -2- HF 2316.2993 (2) 89 md/jh 2/ 6
state aid for the budget year. 1 Sec. 3. Section 257.16B, subsections 1 and 2, Code 2022, are 2 amended to read as follows: 3 1. For each fiscal year beginning on or after July 1, 2019 4 2020 , there is appropriated from the general fund of the state 5 to the department of education an amount necessary to make all 6 school district property tax replacement payments under this 7 section , as calculated in subsection 2 . 8 2. a. For the budget year beginning July 1, 2019, the 9 department of management shall calculate for each school 10 district all of the following: 11 (1) The regular program state cost per pupil for the budget 12 year beginning July 1, 2012, multiplied by one hundred percent 13 less the regular program foundation base per pupil percentage 14 pursuant to section 257.1 . 15 (2) The regular program state cost per pupil for the budget 16 year beginning July 1, 2019, multiplied by one hundred percent 17 less the regular program foundation base per pupil percentage 18 pursuant to section 257.1 . 19 (3) The amount of each school district’s property tax 20 replacement payment. Each school district’s property tax 21 replacement payment equals the school district’s weighted 22 enrollment for the budget year beginning July 1, 2019, 23 multiplied by the remainder of the amount calculated for 24 the school district under subparagraph (2) minus the amount 25 calculated for the school district under subparagraph (1). 26 b. a. For the budget year beginning July 1, 2020, the 27 department of management shall calculate for each school 28 district all of the following: 29 (1) The regular program state cost per pupil for the budget 30 year beginning July 1, 2012, multiplied by one hundred percent 31 less the regular program foundation base per pupil percentage 32 pursuant to section 257.1 for the budget year beginning July 33 1, 2020 . 34 (2) The regular program state cost per pupil for the budget 35 -3- HF 2316.2993 (2) 89 md/jh 3/ 6
year beginning July 1, 2020, multiplied by one hundred percent 1 less the regular program foundation base per pupil percentage 2 pursuant to section 257.1 for the budget year beginning July 3 1, 2020 . 4 (3) The amount of each school district’s property tax 5 replacement payment. Each school district’s property tax 6 replacement payment equals the school district’s weighted 7 enrollment for the budget year beginning July 1, 2020, 8 multiplied by the remainder of the amount calculated for 9 the school district under subparagraph (2) minus the amount 10 calculated for the school district under subparagraph (1). 11 c. b. For each the budget year beginning on or after July 12 1, 2021, the department of management shall calculate for each 13 school district all of the following: 14 (1) The regular program state cost per pupil for the budget 15 year beginning July 1, 2012, multiplied by one hundred percent 16 less the regular program foundation base per pupil percentage 17 pursuant to section 257.1 for the budget year beginning July 18 1, 2021 . 19 (2) The regular program state cost per pupil for the budget 20 year beginning July 1, 2021, multiplied by one hundred percent 21 less the regular program foundation base per pupil percentage 22 pursuant to section 257.1 for the budget year beginning July 23 1, 2021 . 24 (3) The amount of each school district’s property tax 25 replacement payment. Each school district’s property tax 26 replacement payment equals the school district’s weighted 27 enrollment for the budget year beginning July 1, 2021, 28 multiplied by the remainder of the amount calculated for 29 the school district under subparagraph (2) minus the amount 30 calculated for the school district under subparagraph (1). 31 c. For each budget year beginning on or after July 1, 2022, 32 the department of management shall calculate for each school 33 district all of the following: 34 (1) The regular program state cost per pupil for the budget 35 -4- HF 2316.2993 (2) 89 md/jh 4/ 6
year beginning July 1, 2012, multiplied by one hundred percent 1 less the regular program foundation base per pupil percentage 2 pursuant to section 257.1 for the applicable budget year under 3 this paragraph. 4 (2) The regular program state cost per pupil for the budget 5 year beginning July 1, 2022, multiplied by one hundred percent 6 less the regular program foundation base per pupil percentage 7 pursuant to section 257.1 for the applicable budget year under 8 this paragraph. 9 (3) The amount of each school district’s property tax 10 replacement payment. Each school district’s property tax 11 replacement payment equals the school district’s weighted 12 enrollment for the budget year multiplied by the remainder 13 of the amount calculated for the school district under 14 subparagraph (2) minus the amount calculated for the school 15 district under subparagraph (1). 16 Sec. 4. Section 257.16C, subsection 3, paragraph d, 17 subparagraphs (3) and (4), Code 2022, are amended to read as 18 follows: 19 (3) For the fiscal year beginning July 1, 2021, and the 20 fiscal year beginning July 1, 2022, there is appropriated from 21 the general fund of the state to the department of management 22 for deposit in the transportation equity fund an amount 23 necessary to make all transportation equity aid payments under 24 subsection 2 , to be used for the purposes of this section . 25 (4) For each fiscal year beginning on or after July 1, 26 2022 2023 , there is appropriated from the general fund of 27 the state to the department of management for deposit in the 28 transportation equity fund the sum of the following, or so much 29 thereof as is necessary, to be used for the purposes of this 30 section : 31 (a) The amount appropriated to the transportation equity 32 fund under this subparagraph paragraph for the immediately 33 preceding fiscal year. 34 (b) The product of the amount determined under subparagraph 35 -5- HF 2316.2993 (2) 89 md/jh 5/ 6
division (a) multiplied by the categorical percent of growth 1 under section 257.8, subsection 2 , for the budget year 2 beginning on the same date of the fiscal year for which the 3 appropriation is made. 4 Sec. 5.
