Sec.

OVERSIGHT
BY
LEGISLATIVE
COUNCIL.
For
the
fiscal
12
year
beginning
July
1,
2021,
and
ending
June
30,
2022,
all
of
13
the
following
apply:

1.
On
or
before
September
30,
2021,
and
on
or
before
15
December
31,
2021,
the
department
of
management
shall
submit
16
to
the
general
assembly
a
detailed
list
of
all
expenditures
17
made
from
moneys
received
by
the
state
from
the
coronavirus
18
relief
fund
created
pursuant
to
the
Coronavirus
Aid,
Relief,
19
and
Economic
Security
Act,
Pub.
L.
No.
116-136,
as
amended
by
20
the
Consolidated
Appropriations
Act,
2021,
Pub.
L.
No.
116-260,
21
and
from
moneys
received
by
the
state
under
the
American
22
Rescue
Plan
Act
of
2021,
Pub.
L.
No.
117-2.
In
addition,
the
23
department
of
management
shall
notify
the
general
assembly
24
of
any
contract
or
agreement
with
a
private
entity
for
the
25
expenditure
of
such
moneys,
including
the
name
of
the
private
26
entity
and
the
amount
to
be
expended,
within
14
days
after
the
27
contract
or
agreement
takes
effect.

2.
The
office
of
the
governor,
the
department
of
management,
29
or
any
other
state
entity
shall
not
expend
more
than
$1,000,000
30
of
moneys
described
in
subsection
1
collectively
during
the
31
fiscal
year
on
any
one
contract,
agreement,
or
purpose
without
32
the
approval
of
the
legislative
council.

PROCEDURES.
Notwithstanding
any
provision
of
law
to
the

proclamation
of
disaster
emergency

issued
by
the
governor,
competitive
bidding
procedures
for
the

expenditure
of
moneys
received
by
the
state
under
the
American

Plan
Act

2021,
Pub.
L.
No.
117-2,
that
are
otherwise
4
required
for
state
agencies
pursuant
to
chapters
8A
and
8B
5
shall
be
followed
and
not
be
altered
or
waived
unless
for
an
6
immediate
public
health
need.

Sec.
___.
BONUS
PAY
RESTRICTION.
Notwithstanding
any
8
provision
of
law
to
the
contrary,
a
state
entity
shall
not
9
provide
bonus
pay
to
a
state
employee
during
the
fiscal
year
10
beginning
July
1,
2021,
and
ending
June
30,
2022,
unless
the
11
state
employee
is
a
frontline
essential
worker.

AMERICAN
RESCUE
PLAN
ACT
——
IOWA
PREFERENCE.
As
13
a
condition
of
expending
any
moneys
received
by
the
state
under
14
the
American
Rescue
Plan
Act
of
2021,
Pub.
L.
No.
117-2,
any
15
state
agency
authorized
to
enter
into
a
contract
to
expend
such
16
moneys
shall
give
first
preference
in
awarding
a
contract
to
17
an
Iowa-based
business.
18
Sec.
___.
EFFECTIVE
DATE.
This
division
of
this
Act,
being
19
deemed
of
immediate
importance,
takes
effect
upon
enactment.
