House File 868 H-1458 Amend House File 868 as follows: 1 1. Page 23, after line 30 by inserting: 2 < Sec. ___. CHILD CARE INCENTIVES TASK FORCE. 3 1. The college student aid commission shall convene a 4 child care programs and professionals task force to study 5 and make recommendations for financial aid-related policy 6 changes to address the need for child care programs and child 7 care professionals in Iowa. The executive director of the 8 commission shall appoint members of the task force who shall 9 include representatives from the departments of education, 10 human services, and workforce development; representatives 11 from public and private accredited postsecondary institutions; 12 child care providers; and organizations representing child care 13 advocates. 14 2. The task force shall review current policies and 15 proposals in Iowa and other states that address child care 16 programs and child care professionals. The taskforce shall 17 develop and conduct the following surveys: 18 a. A survey of the general public designed to identify the 19 incentives most likely to assist to persons who wish to pursue 20 a child care professional degree or to become a child care 21 provider in rural Iowa. 22 b. A survey of current child care providers designed to 23 identify issues relating to, and obstacles affecting efforts 24 to, bring child care providers and child care professionals 25 into high-need areas. 26 3. The task force shall also review the cost of providing 27 child care in Iowa, along with the wage threshold of child care 28 providers throughout the state. 29 4. The task force shall submit its findings and 30 recommendations, including a summary and evaluation of current 31 and proposed policies in Iowa and in other states, the results 32 of the surveys, and any recommended policy changes, in a report 33 to the governor and general assembly by October 15, 2021. > 34 2.
