An
Iowa
resident
or
nonresident
applicant
shall
be

eligible
for
a
teach
Iowa
scholar
grant
if
the
applicant

meets
all
of
the
criteria
specified
under,
or
established
in

accordance
with,
subsection
3
.
Priority
shall
be
given
first
8
to
applicants
seeking
to
renew
their
grant
awards
and
who
9
continue
to
meet
the
original
priority
criteria
under
which
10
such
applicants’
first
awards
were
received;
then
to
applicants
11
who
are
graduates
of
approved
practitioner
preparation
12
programs,
by
academic
year,
with
the
most
recent
academic
year
13
graduates
given
priority;
then
to
applicants
who
are
minority
14
persons
and
residents
of
Iowa;
then
to
applicants
who
are
15
residents
of
Iowa.
A
person
is
ineligible
for
this
program
if
16
the
person
receives
a
forgivable
loan
under
section
261.111
or
17
loan
forgiveness
under
section
261.112
.
For
purposes
of
this
18
section,
“minority
person”
means
the
same
as
defined
in
section
19
15.102.

A
selected
applicant
who
meets
all
of
the
eligibility
21
requirements
of
this
section
shall
be
eligible
for
a
teach
22
Iowa
scholar
grant
for
each
year
of
full-time
employment
23
completed
in
this
state
as
a
teacher
for
a
school
district,
24
charter
school,
area
education
agency,
or
accredited
nonpublic
25
school.
A
teach
Iowa
scholar
grant
shall
not
exceed
four
seven
26
thousand
five
hundred
dollars
per
year
per
recipient.
Grants
27
awarded
under
this
section
shall
not
exceed
a
total
of
twenty
28
thirty-seven
thousand
five
hundred
dollars
per
recipient
over
29
a
five-year
period.
If
a
selected
applicant
has
received
a
30
federally
guaranteed
Stafford
loan
under
the
federal
family
31
education
loan
program
or
the
federal
direct
loan
program,
32
a
federal
direct
plus
loan,
or
a
federal
Perkins
loan,
the
33
selected
applicant
may
elect
to
have
the
commission
make
34
payment
under
the
program
directly
to
the
selected
applicant’s

The
applicant

preparing
to
teach
in
fields
including

to
science,
technology,
engineering,
or

mathematics;
English
as
a
second
language
or
special
education

instruction;
or
is
preparing
to
teach
in
a
hard-to-staff
7
subject
as
identified
by
the
department
;
or
is
preparing
to
8
teach
in
a
school
district
in
which
more
than
twenty-five
9
percent
of
the
students
enrolled
are
minority
persons
.
The
10
department
shall
take
into
account
the
varying
regional
11
needs
in
the
state
for
teachers
in
these
subject
areas
when
12
applying
the
criterion
of
this
paragraph.
The
department
13
shall
annually
identify
and
designate
hard-to-staff
subjects
14
for
the
purpose
of
this
paragraph.
The
eligibility
of
an
15
applicant
who
receives
a
teach
Iowa
scholar
grant
and
who
is
16
preparing
to
teach
in
a
hard-to-staff
subject
as
identified
by
17
the
department
shall
not
be
affected
in
subsequent
years
if
18
the
department
does
not
continue
to
identify
that
subject
as
a
19
hard-to-staff
subject.
