1.
A
student
reengagement
pilot
program
is
established
in
15
the
department
to
provide
financial
assistance
for
four-year
16
pilot
projects
in
high-need
school
districts
as
determined
by
17
the
department
in
accordance
with
section
284.11.

2.
Notwithstanding
section
299.1A,
subsection
1,
and
except
19
as
provided
in
section
299.1A,
subsections
2
and
3,
a
child
who
20
has
reached
the
age
of
six
and
is
under
eighteen
years
of
age
21
by
September
15
is
of
compulsory
attendance
age
in
a
school
22
district
that
receives
a
grant
under
this
section
for
the
23
four-year
period
during
which
the
school
district
implements
a
24
pilot
project
under
this
section.
25
3.
The
state
board
shall
adopt
rules
pursuant
to
chapter
17A
26
for
the
program,
including
but
not
limited
to
rules
relating
to
27
grant
application
materials,
eligibility
requirements,
award
28
criteria,
and
evaluation
criteria.
The
award
criteria
may
29
include
but
is
not
limited
to
the
model
alternative
education
30
program
the
school
district
intends
to
implement
to
meet
the
31
needs
of
students;
learning
targets;
career
or
postsecondary
32
readiness
goals;
counseling
and
guidance
services;
connection
33
to
community
services
such
as
job
placement,
mental
health,
34
child
care,
volunteer
and
community
service,
and
community
35

mentors;
creativity
and
the
arts
or
other
areas
of
content
most

engaging
to
the
student
population
to
be
served
under
such

pilot
project;
and
work-based

Priority

shall
be
given
to
applications
for
pilot
projects
from
school

districts
with
a
plan
to
work
in
collaboration
with
a
community
5
college,
accredited
private
institution
as
defined
in
section
6
261.9,
an
institution
of
higher
learning
governed
by
the
state
7
board
of
regents,
an
area
chamber
of
commerce,
a
local
economic
8
development
agency,
or
an
area
hospital.

4.
At
least
one
grant
shall
be
awarded
to
a
qualifying
urban
10
school
district
that
has
an
actual
enrollment
of
more
than
11
seven
thousand
five
hundred
students
and
at
least
one
grant
to
12
a
rural
school
district
that
has
an
actual
enrollment
of
six
13
hundred
or
fewer
students.

5.
A
school
district
implementing
a
pilot
project
pursuant
15
to
this
section
shall
compile
and
submit
information
regarding
16
the
pilot
project
as
prescribed
by
the
department.
The
17
department
shall
submit
an
annual
report
that
provides
an
18
analysis
of
the
program
and
the
department’s
findings
and
19
recommendations
to
the
general
assembly
by
December
1.

This
section
is
repealed
July
1,
2026.
