Section 15.342A, subsection 3, Code 2021, is 9 amended to read as follows: 10 3. For the fiscal year beginning July 1, 2014, and for each 11 fiscal year thereafter, there is annually appropriated from the 12 workforce development fund account to the job training fund 13 created in section 260F.6 three four million seven hundred 14 fifty thousand dollars for the purposes of chapter 260F . 15 DIVISION ___ 16 ENERGY INFRASTRUCTURE REVOLVING LOAN PROGRAM 17 Sec. ___. Section 476.10A, subsection 2, Code 2021, is 18 amended to read as follows: 19 2. Notwithstanding section 8.33 , any unexpended moneys 20 remitted to the treasurer of state under this section shall be 21 retained for the purposes designated. Notwithstanding section 22 12C.7, subsection 2 , interest or earnings on investments or 23 time deposits of the moneys remitted under this section shall 24 be retained and used for the purposes designated, pursuant to 25 section 476.46 . 26 Sec. ___. Section 476.46, subsection 2, paragraph e, 27 subparagraph (3), Code 2021, is amended to read as follows: 28 (3) Interest on the fund shall be deposited in the fund. 29 A portion of the interest on the fund, not to exceed fifty 30 percent of the total interest accrued, shall be used for 31 promotion and administration of the fund. 32 Sec. ___. initiate any new loans under this section after June 30, 2021. 1 NEW SUBSECTION . 4. Loan payments received under this 2 section on or after July 1, 2021, and any other moneys in the 3 fund on or after July 1, 2021, shall be deposited in the energy 4 infrastructure revolving loan fund created in section 476.46A. 5 Sec. ___. NEW SECTION . 476.46A Energy infrastructure 6 revolving loan program. 7 1. a. An energy infrastructure revolving loan fund is 8 created in the office of the treasurer of state and shall be 9 administered by the Iowa energy center established in section 10 15.120. 11 b. The fund may be administered as a revolving fund and may 12 consist of any moneys appropriated by the general assembly for 13 purposes of this section and any other moneys that are lawfully 14 directed to the fund. 15 c. Moneys in the fund shall be used to provide financial 16 assistance for the development and construction of energy 17 infrastructure, including projects that support electric or gas 18 generation transmission, storage, or distribution; electric 19 grid modernization; energy-sector workforce development; 20 emergency preparedness for rural and underserved areas; the 21 expansion of biomass, biogas, and renewable natural gas; 22 innovative technologies; and the development of infrastructure 23 for alternative fuel vehicles. 24 d. Notwithstanding section 8.33, moneys appropriated in this 25 section that remain unencumbered or unobligated at the close of 26 the fiscal year shall not revert but shall remain available for 27 expenditure for the purposes designated until the close of the 28 succeeding fiscal year. 29 e. Notwithstanding section 12C.7, subsection 2, interest 30 or earnings on moneys in the fund shall be credited to the 31 fund. A percentage of the total interest credited to the fund, 32 not to exceed fifty percent, shall be used for promotion of 33 the energy infrastructure revolving loan program and for the 34 administration of the fund. 35 -2- HF 871.2352 (1) 89 ko/tm 2/ 4
2. a. The Iowa energy center shall establish and administer 1 an energy infrastructure revolving loan program to encourage 2 the development of energy infrastructure within the state. 3 b. An individual, business, rural electric cooperative, or 4 municipal utility located and operating in this state shall be 5 eligible for financial assistance under the program. With the 6 approval of the Iowa energy center governing board established 7 under section 15.120, subsection 2, the economic development 8 authority shall determine the amount and the terms of all 9 financial assistance awarded to an individual, business, rural 10 electric cooperative, or municipal utility under the program. 11 All agreements and administrative authority sha11 be vested in 12 the Iowa energy center governing board. 13 c. The economic development authority may use not more than 14 five percent of the moneys in the fund at the beginning of each 15 fiscal year for purposes of administrative costs, marketing, 16 technical assistance, and other program support. 17 3. For the purposes of this section: 18 a. “Energy infrastructure” means land, buildings, physical 19 plant and equipment, and services directly related to the 20 development of projects used for, or useful for, electricity or 21 gas generation, transmission, storage, or distribution. 22 b. “Financial assistance” means the same as defined in 23 section 15.102. 24 Sec. ___. ALTERNATE ENERGY REVOLVING LOAN FUND —— MONEYS 25 TRANSFERRED AND APPROPRIATED. Any unencumbered or unobligated 26 moneys remaining after June 30, 2021, in the alternate energy 27 revolving loan fund created pursuant to section 476.46, are 28 transferred and appropriated to the energy infrastructure 29 revolving loan fund created pursuant to section 476.46A, to be 30 used for purposes of the energy infrastructure revolving loan 31 program. 32 DIVISION ___ 33 ELECTRICAL INSPECTIONS —— POLITICAL SUBDIVISIONS 34 Sec. ___. Section 103.29, subsection 5, Code 2021, is 35 -3- HF 871.2352 (1) 89 ko/tm 3/ 4
amended to read as follows: 1 5. A political subdivision that performs electrical 2 inspections shall act as the authority having jurisdiction 3 for electrical inspections and for amending the national 4 electrical code adopted by the board pursuant to section 5 103.6 for work performed within the jurisdictional limits of 6 the political subdivision, provided those inspections and 7 amendments conform to the requirements of this chapter . Any 8 action by a political subdivision with respect to amendments 9 to the national electrical code shall be filed with the board 10 prior to enforcement by the political subdivision , and shall 11 not be less stringent than the minimum standards established 12 by the board by rule . > 13 4.
