A
COVID-19
federal
funds
oversight
committee
is

established
which
shall
meet
at
least
every
six
months
to

review
the
expenditure
by
the
office
of
the
governor
and
state

agencies
and
departments
of
federal
funds
received
for
purposes
10
relating
to
the
COVID-19
pandemic.
The
committee
shall
meet
as
11
directed
by
the
legislative
council.

2.
a.
The
committee
shall
consist
of
three
members
of
the
13
senate
appointed
by
the
majority
leader
of
the
senate,
two
14
members
of
the
senate
appointed
by
the
minority
leader
of
the
15
senate,
three
members
of
the
house
of
representatives
appointed
16
by
the
speaker
of
the
house
of
representatives,
and
two
members
17
of
the
house
of
representatives
appointed
by
the
minority
18
leader
of
the
house
of
representatives.
19
b.
Members
shall
be
appointed
during
the
first
regular
20
session
of
each
general
assembly
and
shall
serve
for
terms
21
ending
upon
the
convening
of
the
following
general
assembly
22
or
when
their
successors
are
appointed,
whichever
is
later.
23
A
vacancy
shall
be
filled
in
the
same
manner
as
the
original
24
appointment
and
shall
be
for
the
remainder
of
the
unexpired
25
term
of
the
vacancy.

c.
The
committee
shall
elect
a
chairperson
and
vice
27
chairperson.

3.
The
members
of
the
committee
shall
be
reimbursed
for
29
actual
and
necessary
expenses
incurred
in
the
performance
30
of
their
duties
and
shall
be
paid
a
per
diem
as
specified
31
in
section
2.10
for
each
day
in
which
they
engaged
in
the
32
performance
of
their
duties.
However,
per
diem
compensation
33
and
expenses
shall
not
be
paid
when
the
general
assembly
is
34
actually
in
session
at
the
seat
of
government.

moneys
appropriated
pursuant

The
committee
shall
do
all
of
the
following:

Review
the
expenditure
by
the
office
of
the
governor

and
state
agencies
and
departments
of
federal
funds
received

for
purposes
relating
to
the
COVID-19
pandemic,
including
but

not
limited
to
federal
funds
received
by
the
state
under
the
7
federal
Coronavirus
Aid,
Relief,
and
Economic
Security
Act,

Pub.
L.
No.
116-136,
and
any
successor
legislation.

b.
Review
the
report
submitted
pursuant
to
subsection
5.

5.
On
or
before
April
30,
2021,
and
every
six
months
11
thereafter,
the
department
of
management
shall
submit
a
report
12
to
the
general
assembly
detailing
each
expenditure
by
the
13
office
of
the
governor
and
state
agencies
and
departments
of
14
federal
funds
received
for
purposes
relating
to
the
COVID-19
15
pandemic,
including
but
not
limited
to
federal
funds
received
16
by
the
state
under
the
federal
Coronavirus
Aid,
Relief,
and
17
Economic
Security
Act,
Pub.
L.
No.
116-136,
and
any
successor
18
legislation.

6.
The
committee
may
issue
a
report,
including
its
findings
20
and
recommendations,
to
the
general
assembly
at
the
committee’s
21
discretion.
If
the
committee
issues
a
report,
the
report
shall
22
be
submitted
to
the
general
assembly
within
six
months
of
the
23
meeting
on
which
the
report
is
based.

7.
This
section
is
repealed
July
1,
2023.

1.
The
auditor
of
state
shall
perform
a
continuous
audit
and

examination
of
each
expenditure
by
the
office
of
the
governor

and
state
agencies
and
departments
of
federal
funds
received
30
for
purposes
relating
to
the
COVID-19
pandemic,
including
but
31
not
limited
to
federal
funds
received
by
the
state
under
the
32
federal
Coronavirus
Aid,
Relief,
and
Economic
Security
Act,
33
Pub.
L.
No.
116-136,
and
any
successor
legislation.

2.
This
section
is
repealed
July
1,
2023.
