For
the
purposes
of
this
section,
unless
the
context

otherwise
requires:

a.
“Disability”
means
the
same
as
defined
in
section
15.102.

b.
“Minority
persons”
includes
individuals
who
are
women,

persons
with
a
disability,
African
Americans,
Latinos,
Asians
10
or
Pacific
Islanders,
American
Indians,
and
Alaskan
Native
11
Americans.

2.
Prior
to
debate
on
the
floor
of
a
chamber
of
the
general
13
assembly,
a
minority
impact
statement
shall
be
attached
to
any
14
bill
or
amendment
which
proposes
a
change
in
this
chapter.
15
The
statement
shall
include
information
concerning
any
16
disproportionate
or
unique
impact
of
the
proposed
legislation
17
on
minority
persons
in
this
state.

3.
a.
When
a
committee
of
the
general
assembly
reports
a
19
bill
or
amendment
to
the
floor,
the
committee
shall
state
in
20
the
report
if
a
minority
impact
statement
is
required.

b.
The
legislative
services
agency
shall
review
all
bills
22
placed
on
the
calendar
of
either
chamber
of
the
general
23
assembly,
as
well
as
amendments
filed
to
bills
on
the
calendar,
24
to
determine
whether
a
minority
impact
statement
is
required.
25
c.
A
member
of
the
general
assembly
may
request
the
26
preparation
of
a
minority
impact
statement
by
submitting
a
27
request
to
the
legislative
services
agency.

4.
The
legislative
services
agency
shall
cause
to
be
29
prepared
a
minority
impact
statement
within
a
reasonable
time
30
after
receiving
a
request
or
determining
that
a
proposal
is
31
subject
to
this
section.
All
minority
impact
statements
32
approved
by
the
legislative
services
agency
shall
be
33
transmitted
immediately
to
either
the
chief
clerk
of
the
house

or
the
secretary
of
the
senate,
after
notifying
the
sponsor

the
legislation
that
the
statement
has
been
prepared
for

publication.
The
chief
clerk
of
the
house
or
the
secretary
of
2
the
senate
shall
attach
the
statement
to
the
bill
or
amendment
3
affected
as
soon
as
it
is
available.

5.
The
legislative
services
agency
may
request
the
5
cooperation
of
any
state
department
or
agency
or
political
6
subdivision
in
preparing
a
minority
impact
statement.
7
6.
The
legislative
services
agency
shall
develop
a
protocol
8
for
analyzing
the
impact
of
such
legislation
on
minority
9
persons.
10
7.
A
revised
minority
impact
statement
shall
be
prepared
11
if
the
minority
impact
has
been
changed
by
the
adoption
of
an
12
amendment,
and
may
be
requested
by
a
member
of
the
general
13
assembly
or
be
prepared
upon
a
determination
made
by
the
14
legislative
services
agency.
However,
a
request
for
a
revised
15
minority
impact
statement
shall
not
delay
action
on
the
bill
16
or
amendment
unless
so
ordered
by
the
presiding
officer
of
the
17
chamber.
