COLLECTION OF UNEMPLOYMENT BENEFIT PAYMENTS 4 —— DISASTER EMERGENCY. Notwithstanding section 96.3, 5 subsection 7, and section 96.3, subsection 10, paragraph “d”, 6 the department of workforce development shall not pursue the 7 recovery of any overpayments of unemployment insurance benefits 8 made to any individual who received such benefits to which the 9 individual was not entitled without fault on the part of the 10 individual if such benefits were paid during the period of a 11 declaration of disaster emergency by the governor pursuant to 12 section 29C.6 pertaining to COVID-19 as defined in section 13 686D.2. 14 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 15 importance, takes effect upon enactment. 16 Sec. 3. RETROACTIVE APPLICABILITY. This Act applies 17 retroactively to unemployment benefits received on or after 18 March 8, 2020. > 19 2.
