resources coordinating council. 1 (3) In supporting projects in watersheds and subwatersheds 2 as provided in subparagraph (2), subparagraph divisions (a) and 3 (b), all of the following shall apply: 4 (a) The demonstration projects shall utilize water quality 5 practices as described in the latest revision of the document 6 entitled “Iowa Nutrient Reduction Strategy” initially presented 7 in November 2012 by the department of agriculture and land 8 stewardship, the department of natural resources, and Iowa 9 state university of science and technology. 10 (b) The division shall implement demonstration projects 11 as provided in subparagraph division (a) by providing 12 for participation by persons who hold a legal interest in 13 agricultural land used in farming. To every extent practical, 14 the division shall provide for collaborative participation by 15 such persons who hold a legal interest in agricultural land 16 located within the same subwatershed. 17 (c) The division shall implement demonstration projects on 18 a cost-share basis as determined by the division. Except for 19 edge-of-field practices, the state’s share of the amount shall 20 not exceed 50 percent of the estimated cost of establishing the 21 practice as determined by the division or 50 percent of the 22 actual cost of establishing the practice, whichever is less. 23 (d) The demonstration projects shall be used to educate 24 other persons about the feasibility and value of establishing 25 similar water quality practices. The division shall promote 26 field day events for purposes of allowing interested persons to 27 establish water quality practices on their agricultural land. 28 (e) The division shall conduct water quality evaluations 29 within supported subwatersheds. Within a reasonable period 30 after accumulating information from such evaluations, the 31 division shall create an aggregated database of water quality 32 practices. (4) The moneys appropriated in this lettered paragraph 1 shall be used to support education and outreach in a manner 2 that encourages persons who hold a legal interest in 3 agricultural land used for farming to implement water quality 4 practices, including the establishment of such practices in 5 watersheds generally, and not limited to subwatersheds or 6 high-priority watersheds. 7 (5) The moneys appropriated in this lettered paragraph 8 may be used to contract with persons to coordinate the 9 implementation of efforts provided in this paragraph. 10 (6) The moneys appropriated in this lettered paragraph 11 may be used by the department to support urban soil and water 12 conservation efforts, which may include but are not limited 13 to management practices related to bioretention, landscaping, 14 the use of permeable or pervious pavement, and soil quality 15 restoration. The moneys shall be allocated on a cost-share 16 basis as provided in chapter 161A. 17 (7) Notwithstanding any other provision of law to the 18 contrary, the department may use moneys appropriated in 19 this lettered paragraph to carry out the provisions of this 20 paragraph on a cost-share basis in combination with other 21 moneys available to the department from a state or federal 22 source. 23 (8) Not more than 10 percent of the moneys appropriated in 24 this lettered paragraph may be used for costs of administration 25 and implementation of the water quality initiative administered 26 by the soil conservation division. 27 b. Section 2.12B, Code 2020, is amended by adding the 26 following new subsection: 27 NEW SUBSECTION . 2A. The facilities manager for facilities 28 under the control of the general assembly shall develop and 29 submit to the legislative council by December 15, 2020, a 30 five-year maintenance project schedule report, with annual 31 written updates thereafter, for the Iowa state capitol and the 32 Ola Babcock Miller building. 33 Sec. 12. (2) The fiscal year beginning July 1, 2020 2021 , and for 1 each subsequent fiscal year thereafter. 2 Sec. 13. Section 8.57C, subsection 3, Code 2020, is amended 3 by adding the following new paragraph: 4 NEW PARAGRAPH . i. There is appropriated from the rebuild 5 Iowa infrastructure fund for the fiscal year beginning July 1, 6 2020, and ending June 30, 2021, the sum of seventeen million 7 five hundred thousand dollars to the technology reinvestment 8 fund, notwithstanding section 8.57, subsection 5, paragraph 9 “c” . 10 Sec. 14. ROUTINE MAINTENANCE FUND. Notwithstanding the 11 standing appropriation in section 8A.330, there is appropriated 12 from the rebuild Iowa infrastructure fund to the department of 13 administrative services for deposit in the routine maintenance 14 fund established in section 8A.330 for the fiscal year 15 beginning July 1, 2020, the sum of one million dollars. 16 DIVISION V 17 REBUILD IOWA INFRASTRUCTURE FUND APPROPRIATION 18 Sec. 15. IOWA ECONOMIC EMERGENCY FUND TRANSFERS. 19 Notwithstanding any provision of section 8.55 to the contrary 20 and for purposes of transfers from the Iowa economic emergency 21 fund created in section 8.55 as provided in this section during 22 the fiscal year beginning July 1, 2020, the maximum balance of 23 the Iowa economic emergency fund is the amount equal to two 24 and one-half percent of the adjusted revenue estimate for the 25 fiscal year beginning July 1, 2020. If the amount of moneys 26 in the Iowa economic emergency fund is equal to the maximum 27 balance, moneys in excess of this amount shall be distributed 28 as follows during the fiscal year beginning July 1, 2020: 29 1. The first seventy million dollars shall be transferred to 30 the general fund of the state. 31 2. The remainder of the excess, if any, shall be transferred 5 to the general fund of the state. 6 Sec. 16. REBUILD IOWA INFRASTRUCTURE FUND —— GENERAL FUND 7 APPROPRIATION. There is appropriated from the general fund 8 of the state for the fiscal year beginning July 1, 2019, and 9 ending June 30, 2020, to the rebuild Iowa infrastructure fund 10 created in section 8.57, the sum of seventy million dollars. 11 Sec. 17. EFFECTIVE DATE. This division of this Act, being 12 deemed of immediate importance, takes effect upon enactment. 13 Sec. 18. RETROACTIVE APPLICABILITY.
