There is appropriated from the general fund of the 4 state to the department of homeland security and emergency 5 management, for the fiscal year beginning July 1, 2018, and 6 ending June 30, 2019, the following amount, or so much thereof 7 as is necessary, to be credited to the flood recovery fund 8 created in section 418.16, as enacted by this Act, and used for 9 the purposes designated in section 418.16, as enacted by this 10 Act: 11 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 25,000,000 12 2. The appropriation provided in this section shall only 13 occur if all of the following conditions are met: 14 a. The moneys awarded to political subdivisions from the 15 flood recovery fund created in section 418.16, as enacted by 16 this Act, for approved project applications exceeds the amount 17 of moneys in the fund from other appropriations made by the 18 general assembly and any other moneys available to, obtained 19 by, or accepted by the board for deposit in the fund. 20 b. Upon the request or at the request of the governor, the 21 flood mitigation board determines that additional moneys from 22 the flood recovery fund created in section 418.16, as enacted 23 by this Act, are needed to support remaining approved project 24 applications if such projects are necessary for flood response, 25 flood recovery, or flood mitigation activities and if such 26 projects are in the public interest. > 27 2.
