Section 256.7, subsection 26, paragraph a, 4 subparagraph (3), Code 2019, is amended to read as follows: 5 (3) The rules establishing a core curriculum shall address 6 the core content standards in subsection 28 and the skills and 7 knowledge students need to be successful in the twenty-first 8 century. The core curriculum shall include social studies and 9 twenty-first century learning skills which include but are 10 not limited to civic literacy, health literacy, technology 11 literacy, financial literacy, family life and consumer 12 sciences, and employability skills; and shall address the 13 curricular needs of students in kindergarten through grade 14 twelve in those areas. The state board shall further define 15 the twenty-first century learning skills components by rule. 16 Prior to establishing, proposing, adopting, or modifying a 17 standard or rule relating to mental health, coping skills, 18 and suicide awareness under a statewide health curriculum or 19 under statewide health literacy academic standards and learning 20 goals for students in twenty-first century skills, the state 21 board shall consult with a mental health professional employed 22 by the department of human services and with a mental health 23 professional serving as a member of the children’s behavioral 24 health system state board created in section 225C.51, if 25 enacted by 2019 Iowa Acts, Senate File 479, or by 2019 Iowa 26 Acts, House File 690. 27 Sec. 2. Section 256.11, subsection 4, Code 2019, is amended 28 to read as follows: 29 4. The following shall be taught in grades seven and 30 eight: English-language arts; social studies; mathematics; 31 science; health; age-appropriate and research-based human 32 growth and development; career exploration and development; 33 physical education; music; and visual art. appropriately prepared to create an individual career 1 and academic plan pursuant to section 279.61 , incorporate 2 foundational career and technical education concepts aligned 3 with the six career and technical education service areas 4 as defined in subsection 5 , paragraph “h” , and incorporate 5 relevant twenty-first century skills. The health curriculum 6 shall include age-appropriate and research-based information 7 regarding the characteristics of sexually transmitted diseases, 8 including HPV and the availability of a vaccine to prevent HPV, 9 and acquired immune deficiency syndrome ; and age-appropriate 10 and research-based information regarding mental health 11 awareness, coping skills, and suicide prevention . Coping 12 skills shall include but not be limited to preventing dating 13 violence and respecting the requirement for affirmative, 14 conscious, and voluntary consent prior to sexual activity. The 15 state board as part of accreditation standards shall adopt 16 curriculum definitions for implementing the program in grades 17 seven and eight. However, this subsection shall not apply to 18 the teaching of career exploration and development in nonpublic 19 schools. For purposes of this section , “age-appropriate” , 20 “HPV” , and “research-based” mean the same as defined in section 21 279.50 . 22 Sec. 3. Section 256.11, subsection 5, paragraph j, 23 subparagraph (1), Code 2019, is amended to read as follows: 24 (1) One unit of health education which shall include 25 personal health; food and nutrition; environmental health; 26 safety and survival skills; consumer health; family life; 27 age-appropriate and research-based human growth and 28 development; substance abuse and nonuse; emotional and social 29 health , including mental health awareness, coping skills which 30 shall include but not be limited to preventing dating violence 31 and respecting the requirement for affirmative, conscious, 32 and voluntary consent prior to sexual activity, and suicide 33 prevention ; health resources; and prevention and control 34 of disease, including age-appropriate and research-based 35 -2- SF376.1288 (3) 88 kh/jh 2/ 3
