35A.14,
subsection
4,
Code
2019,
is

amended
to
read
as
follows:

Moneys
appropriated
to
or
received
by
the
department
for

providing
injured
veterans
grants
under
this
section
may
be

expended
for
grants
of
up
to
ten
thousand
dollars
to
a
veteran
8
who
is
seriously
injured
or
very
seriously
injured,
as
defined
9
in
the
most
recently
published
United
States
department
of
10
defense
joint
publication
1-02,
to
provide
financial
assistance
11
to
the
veteran
so
that
family
members
of
the
veteran
may
be
12
with
the
veteran
during
the
veteran’s
recovery
from
an
injury
13
received
in
the
line
of
duty
in
a
combat
zone
or
in
a
zone
where
14
the
veteran
was
receiving
hazardous
duty
pay
after
September
15
11,
2001.

Sec.
2.
Section
35A.14,
subsection
5,
paragraph
b,
Code
17
2019,
is
amended
to
read
as
follows:

b.
Proof
of
continued
medical
care
or
rehabilitation
19
services
may
include
any
reasonably
reliable
documentation
20
showing
that
the
veteran
is
receiving
continued
medical
or
21
rehabilitative
care
as
a
result
of
qualifying
injuries.
Proof
22
that
the
injury
occurred
in
the
line
of
duty
shall
be
made
23
based
upon
the
circumstances
of
the
injury
known
at
the
time
of
24
evacuation
from
the
combat
zone
or
zone
in
which
the
veteran
25
was
receiving
hazardous
duty
pay
place
where
the
veteran
was
26
injured
.

Sec.
3.
Section
35A.14,
Code
2019,
is
amended
by
adding
the
28
following
new
subsection:

NEW
SUBSECTION
.
7.
The
department,
the
commission,
and
30
the
national
guard
shall
collaborate
on
a
report
regarding
the
31
sustainability
of
future
funding
for
the
injured
veterans
grant
32
program
and
shall
submit
their
findings
and
recommendations
in
33
a
written
report
to
the
governor
and
the
general
assembly
by
34
December
31,
2019.

2019,
is
amended
by
adding
the

following
new
subsection:

NEW
SUBSECTION
.
12A.
a.
Establish
procedures
by
January
3
1,
2020,
to
expedite
the
licensing
of
an
individual
who
is
4
licensed
in
a
similar
profession
or
occupation
in
another
state
5
and
who
is
the
spouse
of
an
active
duty
member
of
the
military
6
forces
of
the
United
States.
7
b.
If
the
board
determines
that
the
professional
or
8
occupational
licensing
requirements
of
the
state
where
9
the
spouse
is
licensed
are
substantially
equivalent
to
the
10
licensing
requirements
of
this
state,
the
procedures
shall
11
require
the
expedited
licensing
of
the
spouse
in
this
state.

c.
If
the
board
determines
that
the
professional
or
13
occupational
licensing
requirements
of
the
state
where
the
14
spouse
is
licensed
are
not
substantially
equivalent
to
the
15
professional
or
occupational
licensing
requirements
of
this
16
state,
the
procedures
shall
allow
the
provisional
licensing
17
of
the
spouse
for
a
period
of
time
deemed
necessary
by
the
18
board
to
obtain
a
substantial
equivalent
to
the
licensing
19
requirements
of
this
state.
The
board
shall
advise
the
20
spouse
of
required
education
or
training
necessary
to
obtain
21
a
substantial
equivalent
to
the
professional
or
occupational
22
licensing
requirements
of
this
state,
and
the
procedures
shall
23
provide
for
licensing
of
an
individual
who
has,
pursuant
to
24
this
paragraph,
obtained
a
substantial
equivalent
to
the
25
licensing
requirements
of
this
state.
