Any rules adopted in accordance with this section shall 19 also be published as a notice of intended action as provided 20 in section 17A.4. 21 Sec. ___. EFFECTIVE UPON ENACTMENT. Unless otherwise 22 provided, this division of this Act, if approved by the 23 governor on or after July 1, 2020, takes effect upon enactment. 24 Sec. ___. RETROACTIVE APPLICABILITY. Unless otherwise 25 provided, this division of this Act, if approved by the 26 governor on or after July 1, 2020, applies retroactively to 27 July 1, 2020. > 28 7.
