The following amendment to the Constitution of 4 the State of Iowa is proposed: 5 Article I of the Constitution of the State of Iowa is amended 6 by adding the following new section: 7 Sec. 26. Pandemic —— protections. During a pandemic, the 8 health care of Iowans and the rights of workers are public 9 concerns and all reasonable efforts shall be made to protect 10 them. 11 Sec. 2. REFERRAL AND PUBLICATION. The foregoing amendment 12 to the Constitution of the State of Iowa is referred to the 13 general assembly to be chosen at the next general election for 14 members of the general assembly, and shall be published as 15 provided by law for three consecutive months previous to the 16 date of that election. > 17 2.
