Many persons who are deaf, hard-of-hearing, 12 or have speech impairments disorders are not able to utilize 13 the telephone system without this type of service. Therefore, 14 it is the purpose of this chapter to enable the orderly 15 development, operation, promotion, and funding of a statewide 16 dual party relay service. > 17 5.
