Section 154.1, subsection 3, Code 2019, is amended 11 to read as follows: 12 3. a. An optometrist licensed under this chapter may employ 13 all diagnostic and therapeutic pharmaceutical agents for the 14 purpose of diagnosis and treatment of conditions of the human 15 eye and adnexa pursuant to this subsection , excluding the 16 use of injections other than to counteract an anaphylactic 17 reaction, and notwithstanding section 147.107 , may without 18 charge supply any of the above pharmaceuticals to commence a 19 course of therapy. A licensed optometrist may perform minor 20 surgical procedures and use medications for the diagnosis and 21 treatment of diseases, disorders, and conditions of the eye and 22 adnexa. A Notwithstanding paragraph “b” , a license to practice 23 optometry under this chapter does not authorize the performance 24 of surgical procedures which require the use of injectable 25 or general anesthesia, moderate sedation, penetration of the 26 globe, or the use of ophthalmic lasers for the purpose of 27 ophthalmic surgery within or upon the globe. The removal of 28 pterygia and Salzmann’s nodules, incisional corneal refractive 29 surgery, and strabismus surgery are prohibited. 30 b. (1) A licensed optometrist may administer only the 31 following injections: 32 (a) Sub-conjunctival injections for the medical treatment 33 of the eye. 34 (b) Intra-lesional injections for the treatment of 35 -1- H1277.2334 (3) 88 pf/rh 1/ 3 #1. #2.
chalazia. 1 (c) Local anesthetic for the purpose of draining an eyelid 2 abscess. 3 (d) Injections to counteract an anaphylactic reaction. 4 (2) An optometrist shall not administer any injection prior 5 to receiving approval from the board. 6 (3) The board shall not approve the use of injections 7 other than to counteract an anaphylactic reaction unless the 8 optometrist demonstrates to the board sufficient educational 9 or clinical training from a college or university accredited 10 by a regional or professional accreditation organization which 11 is recognized or approved by the council for higher education 12 accreditation or by the United States department of education 13 or clinical training equivalent to clinical training offered 14 by such an institution. A license granted to an applicant who 15 graduated from an accredited school of optometry and who passed 16 the injections skills examination of the national board of 17 examiners in optometry examination on or after January 1, 2011 18 shall constitute proof of sufficient educational or clinical 19 training. 20 b. c. A licensed optometrist may employ and, 21 notwithstanding section 147.107, supply pharmaceutical- 22 delivering contact lenses for the purpose of treatment of 23 conditions of the human eye and adnexa. For purposes of 24 this paragraph, “pharmaceutical-delivering contact lenses” 25 means contact lenses that contain one or more therapeutic 26 pharmaceutical agents authorized for employment by this section 27 for the purpose of treatment of conditions of the human eye and 28 adnexa and that deliver such agents into the wearer’s eye. 29 c. d. A licensed optometrist may prescribe oral steroids 30 for a period not to exceed fourteen days without consultation 31 with a physician. 32 d. e. A licensed optometrist may be authorized, where 33 reasonable and appropriate, by rule of the board, to employ new 34 diagnostic and therapeutic pharmaceutical agents approved by 35 -2- H1277.2334 (3) 88 pf/rh 2/ 3
the United States food and drug administration on or after July 1 1, 2002, for the diagnosis and treatment of the human eye and 2 adnexa. 3 e. f. The board is not required to adopt rules relating to 4 topical pharmaceutical agents, oral antimicrobial agents, oral 5 antihistamines, oral antiglaucoma agents, and oral analgesic 6 agents. A licensed optometrist may remove superficial foreign 7 bodies from the human eye and adnexa. 8 f. g. The therapeutic efforts of a licensed optometrist 9 are intended for the purpose of examination, diagnosis, and 10 treatment of visual defects, abnormal conditions, and diseases 11 of the human eye and adnexa, for proper optometric practice 12 or referral for consultation or treatment to persons licensed 13 under chapter 148 . 14 g. h. A licensed optometrist is an optometrist who is 15 licensed to practice optometry in this state and who is 16 certified by the board to use the agents and procedures 17 authorized pursuant to this subsection . >> 18 3.
