The
department
shall
study
the
prevalence
of
child

care
deserts
in
the
state.
The
study
shall
determine,
at
a

minimum,
the
geographic
location
of
child
care
deserts
in
the

state;
the
number
of
people
affected
by
race,
urbanicity,
6
income,
and
other
relevant
demographic
factors;
the
effect
that
7
adequate
reimbursement
has
on
access;
and
the
actual
cost
of
8
child
care
for
families
living
in
child
care
deserts.
The
9
department
shall
report
its
findings
and
recommendations
to
the
10
governor
and
the
general
assembly
by
December
15,
2019.
For
11
the
purposes
of
this
section,
“child
care
desert”
means
any
12
census
tract
in
the
state
with
more
than
50
children
under
five
13
years
of
age
that
contains
either
no
child
care
provider
or
14
so
few
options
that
there
are
more
than
three
times
as
many
15
children
as
licensed
child
care
slots.
