Page 79, after line 35 by inserting: 2 < DIVISION ___ 3 MEDICAID MANAGED CARE —— LONG-TERM SERVICES AND SUPPORTS 4 POPULATION —— CAPITATION RATES 5 Sec. ___. TERMINATION OF MEDICAID MANAGED CARE CONTRACTS 6 RELATIVE TO LONG-TERM SERVICES AND SUPPORTS POPULATION —— 7 TRANSITION TO FEE-FOR-SERVICE. The department of human 8 services shall, upon the effective date of this Act, provide 9 written notice in accordance with the termination provisions 10 of the contract, to each managed care organization with whom 11 the department executed a contract to administer the Iowa 12 high quality health care initiative as established by the 13 department, to terminate such contracts as applicable to 14 the Medicaid long-term services and supports population, 15 following a sixty-day transition period. The department shall 16 transfer the long-term services and supports population to 17 fee-for-service program administration. The transition shall 18 be based on a transition plan developed by the department and 19 submitted to the council on human services and the medical 20 assistance advisory council for review. 21 Sec. ___. RECALCULATION OF CERTAIN CAPITATION RATES UNDER 22 MEDICAID MANAGED CARE. For the fiscal year beginning July 1, 23 2019, the department of human services shall utilize Medicaid 24 program claims paid data for the period beginning April 1, 25 2015, and ending March 31, 2016, as base data to develop and 26 certify capitation rates for home and community-based services 27 provided through the intellectual disability waiver under 28 Medicaid managed care. 29 Sec. ___. MEDICAID STATE PLAN OR WAIVER AMENDMENTS. The 30 department of human services shall seek any Medicaid state plan 31 or waiver amendments necessary to administer this division of 32 this Act. 33 Sec. ___. EFFECTIVE DATE.
