administration,
bureau

professionals,
as
having
a

shortage
of
mental
health
professionals.

fellowship
program
in
accordance

this

Funding
for
the
program

provided
through

state’s
systems
of
education,

child
welfare,
juvenile
justice,
health
care,
substance
abuse,

and
mental
health.
The
children’s
system
shall
ensure
the
20
children
and
youth
served
are
provided
treatment
by
a
mental

health
professional
as
defined
in
section
228.1
or
a
person
who
22
has
obtained
an
advanced
degree
that
will
qualify
the
person

professional
following
a
period
of
