2. DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 1 a. (1) For deposit in the water quality initiative fund 2 created in section 466B.45 for purposes of supporting the 3 water quality initiative administered by the division of soil 4 conservation and water quality as provided in section 466B.42, 5 including salaries, support, maintenance, and miscellaneous 6 purposes, notwithstanding section 8.57, subsection 5, paragraph 7 “c”: 8 FY 2018-2019: 9 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 5,200,000 10 (2) (a) The moneys appropriated in this lettered 11 paragraph shall be used to support demonstration projects in 12 subwatersheds as designated by the department that are part 13 of high-priority watersheds identified by the water resources 14 coordinating council. 15 (b) The moneys appropriated in this lettered paragraph 16 shall be used to support demonstration projects in watersheds 17 generally, including regional watersheds, as designated by the 18 division and high-priority watersheds identified by the water 19 resources coordinating council. 20 (3) In supporting projects in watersheds and subwatersheds 21 as provided in subparagraph (2), subparagraph divisions (a) and 22 (b), all of the following shall apply: 23 (a) The demonstration projects shall utilize water quality 24 practices as described in the latest revision of the document 25 entitled “Iowa Nutrient Reduction Strategy” initially presented 26 in November 2012 by the department of agriculture and land 27 stewardship, the department of natural resources, and Iowa 28 state university of science and technology. 29 (b) The division shall implement demonstration projects 30 as provided in subparagraph division (a) by providing 31 for participation by persons who hold a legal interest in 32 agricultural land used in farming. To every extent practical, 33 the division shall provide for collaborative participation by 34 such persons who hold a legal interest in agricultural land 35 -2- SF2414.5659 (2) 87 ec/tm 2/ 20
located within the same subwatershed. 1 (c) The division shall implement demonstration projects on 2 a cost-share basis as determined by the division. Except for 3 edge-of-field practices, the state’s share of the amount shall 4 not exceed 50 percent of the estimated cost of establishing the 5 practice as determined by the division or 50 percent of the 6 actual cost of establishing the practice, whichever is less. 7 (d) The demonstration projects shall be used to educate 8 other persons about the feasibility and value of establishing 9 similar water quality practices. The division shall promote 10 field day events for purposes of allowing interested persons to 11 establish water quality practices on their agricultural land. 12 (e) The division shall conduct water quality evaluations 13 within supported subwatersheds. Within a reasonable period 14 after accumulating information from such evaluations, the 15 division shall create an aggregated database of water quality 16 practices. Any information identifying a person holding a 17 legal interest in agricultural land or specific agricultural 18 land shall be a confidential record. 19 (4) The moneys appropriated in this lettered paragraph 20 shall be used to support education and outreach in a manner 21 that encourages persons who hold a legal interest in 22 agricultural land used for farming to implement water quality 23 practices, including the establishment of such practices in 24 watersheds generally, and not limited to subwatersheds or 25 high-priority watersheds. 26 (5) The moneys appropriated in this lettered paragraph 27 may be used to contract with persons to coordinate the 28 implementation of efforts provided in this paragraph. 29 (6) The moneys appropriated in this lettered paragraph 30 may be used by the department to support urban soil and water 31 conservation efforts, which may include but are not limited 32 to management practices related to bioretention, landscaping, 33 the use of permeable or pervious pavement, and soil quality 34 restoration. basis as provided in chapter 161A. 1 (7) Notwithstanding any other provision of law to the 2 contrary, the department may use moneys appropriated in 3 this lettered paragraph to carry out the provisions of this 4 paragraph on a cost-share basis in combination with other 5 moneys available to the department from a state or federal 6 source. 7 (8) Not more than 10 percent of the moneys appropriated in 8 this lettered paragraph may be used for costs of administration 9 and implementation of the water quality initiative administered 10 by the soil conservation division. 11 b. DEPARTMENT OF ADMINISTRATIVE SERVICES 14 For costs associated with the repair and renovation of the 15 dome of the Iowa state capitol: 16 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 9,990,900 17 As a condition of receiving the appropriation provided in 18 this subsection, the department shall not expend any moneys to 19 pay an owners’ representative fee related to the repair and 20 renovation of the dome of the Iowa state capitol. 21 Of the moneys appropriated in this subsection, the 22 department shall be authorized to expend such amount as is 23 necessary for the costs of installing outdoor lighting at the 24 Iowa state capitol. 25 From any moneys appropriated in this subsection and 26 remaining upon completion of the repair and renovation of the 27 dome of the Iowa state capitol, the department shall expend 28 such amount as is necessary for maintenance projects for 29 the Iowa state capitol and the Ola Babcock Miller building. 30 However, any unencumbered or unobligated moneys made from an 31 appropriation in this subsection and remaining at the close of 32 the fiscal year beginning July 1, 2017, shall be deposited in 33 the state capitol maintenance fund created in section 2.12B. 34 Sec. 12. 2017 Iowa Acts, chapter 173, is amended by adding 35 -17- SF2414.5659 (2) 87 ec/tm 17/ 20
the following new section: 1 NEW SECTION . 4A. REVERSION. EFFECTIVE DATE. This division of this Act, being 12 deemed of immediate importance, takes effect upon enactment. 13 DIVISION IV 14 MISCELLANEOUS PROVISIONS 15 Sec. 14. Section 8.57C, subsection 3, paragraph a, 16 subparagraph (2), Code 2018, is amended to read as follows: 17 (2) The fiscal year beginning July 1, 2018 2019 , and for 18 each subsequent fiscal year thereafter. 19 Sec. 15. Section 8.57C, subsection 3, Code 2018, is amended 20 by adding the following new paragraph: 21 NEW PARAGRAPH . g. There is appropriated from the rebuild 22 Iowa infrastructure fund for the fiscal year beginning July 1, 23 2018, and ending June 30, 2019, the sum of fourteen million 24 four hundred thousand dollars to the technology reinvestment 25 fund, notwithstanding section 8.57, subsection 5, paragraph 26 “c” . 27 DIVISION V 28 MAINTENANCE FUNDS 29 Sec. 16. NEW SECTION . 2.12B State capitol maintenance fund 30 —— appropriation. 31 1. A state capitol maintenance fund is created in the state 32 treasury under the control of the legislative council. The 33 fund shall consist of all moneys appropriated to the fund. 34 2. There is appropriated from the rebuild Iowa 35 -18- SF2414.5659 (2) 87 ec/tm 18/ 20
infrastructure fund for deposit in the state capitol 1 maintenance fund, for the fiscal year beginning July 1, 2018, 2 and for each fiscal year thereafter, the sum of five hundred 3 thousand dollars. 4 3. Moneys in the state capitol maintenance fund shall be 5 expended upon approval of the legislative council and used for 6 maintenance projects for the Iowa state capitol and the Ola 7 Babcock Miller building. 8 4. Notwithstanding section 12C.7, subsection 2, interest or 9 earnings on moneys deposited in the state capitol maintenance 10 fund shall be credited to the state capitol maintenance fund. 11 Notwithstanding section 8.33, moneys credited to the state 12 capitol maintenance fund shall not revert at the close of a 13 fiscal year. 14 Sec. 17. NEW SECTION . 8A.331 Routine maintenance fund —— 15 appropriation. 16 1. A routine maintenance fund is created in the state 17 treasury under the control of the department. The fund shall 18 consist of all moneys appropriated to the fund. 19 2. There is appropriated from the rebuild Iowa 20 infrastructure fund to the department for deposit in the 21 routine maintenance fund, for the fiscal year beginning July 22 1, 2018, and for each fiscal year thereafter, the sum of two 23 million dollars. 24 3. Moneys in the routine maintenance fund are appropriated 25 to the department for purposes of routine maintenance 26 projects for physical properties under the control of the 27 department. For purposes of this section, routine maintenance 28 includes regular upkeep of physical properties and recurring, 29 preventive, and ongoing maintenance necessary to delay or 30 prevent the failure of physical properties. 31 4. Notwithstanding section 12C.7, subsection 2, interest 32 or earnings on moneys deposited in the routine maintenance 33 fund shall be credited to the routine maintenance fund. 34 Notwithstanding section 8.33, moneys credited to the routine 35 -19- SF2414.5659 (2) 87 ec/tm 19/ 20
