All students 12 shall complete at least one-half unit of personal finance 13 literacy as a condition of graduation. 14 (1) The curriculum shall, at a minimum, address the 15 following: 16 (1) (a) Savings, including emergency fund, purchases, and 17 wealth building. 18 (2) (b) Understanding investments, including compound 19 and simple interest, liquidity, diversification, risk return 20 ratio, certificates of deposit, money market accounts, single 21 stocks, bonds, mutual funds, rental real estate, annuities, 22 commodities, and futures. 23 (3) (c) Wealth building and college planning, including 24 long-term and short-term investing using tax-favored plans, 25 individual retirement accounts and payments from such accounts, 26 employer-sponsored retirement plans and investments, public and 27 private educational savings accounts, and uniform gifts and 28 transfers to minors. 29 (4) (d) Credit and debt, including credit cards, payday 30 lending, rent-to-own transactions, debt consolidation, 31 automobile leasing, cosigning a loan, debt avoidance, and the 32 marketing of debt, especially to young people. 33 (5) (e) Consumer awareness of the power of marketing 34 on buying decisions including zero percent interest offers; 35 -2- SF2415.5631 (1) 87 kh/tm 2/ 5 #7. #8.
marketing methods, including product positioning, advertising, 1 brand recognition, and personal selling; how to read a 2 credit report and correct inaccuracies; how to build a credit 3 score; how to develop a plan to deal with creditors and avoid 4 bankruptcy; and the federal Fair Debt Collection Practices Act. 5 (6) (f) Financial responsibility and money management, 6 including creating and living on a written budget and balancing 7 a checkbook; basic rules of successful negotiating and 8 techniques; and personality or other traits regarding money. 9 (7) (g) Insurance, risk management, income, and career 10 decisions, including career choices that fit personality styles 11 and occupational goals, job search strategies, cover letters, 12 resumes, interview techniques, payroll taxes and other income 13 withholdings, and revenue sources for federal, state, and local 14 governments. 15 (8) (h) Different types of insurance coverage including 16 renters, homeowners, automobile, health, disability, long-term 17 care, identity theft, and life insurance; term life, cash 18 value and whole life insurance; and insurance terms such 19 as deductible, stop loss, elimination period, replacement 20 coverage, liability, and out-of-pocket. 21 (9) (i) Buying, selling, and renting advantages and 22 disadvantages relating to real estate, including adjustable 23 rate, balloon, conventional, government-backed, reverse, and 24 seller-financed mortgages. 25 (2) (a) One-half unit of personal finance literacy may 26 count as one-half unit of social studies in meeting the 27 requirements of paragraph “b” , though the teacher providing 28 personal finance literacy coursework that counts as one-half 29 unit of social studies need not hold a social studies 30 endorsement. 31 (b) Units of coursework that meet the requirements of 32 any combination of coursework required under paragraphs “b” , 33 “d” , “e” , or “h” and incorporate the curriculum required under 34 subparagraph (1) shall be deemed to satisfy the offer and 35 -3- SF2415.5631 (1) 87 kh/tm 3/ 5
teach requirements of this paragraph “k” and a student who 1 completes such units shall be deemed to have met the graduation 2 requirement of this paragraph “k” . > 3 9. shall include at least one of the following: 1 (1) Accelerated career education program capital projects. 2 (2) Major renovations and major repair needs, including 3 health, life, and fire safety needs, including compliance with 4 the federal Americans With Disabilities Act. 5 (3) Projects that meet the requirements under chapter 260G 6 and related projects located at a community college whose 7 campus is located in a city with a population, according to 8 the 2010 federal decennial census, between 99,000 and 100,000. 9 The prohibition against lease payment under section 8.57, 10 subsection 5, paragraph “c”, shall not apply to projects 11 authorized under this subparagraph (3). The provisions of this 12 subparagraph (3) shall also apply to any moneys which remain 13 unobligated and unencumbered and were appropriated in prior 14 years for purposes of this lettered paragraph to such community 15 college.
