WORK
GROUP
AND
REPORT.

An
immigration
enforcement
work
group
is
created
to
make
7
recommendations
regarding
the
enforcement
of
immigration
laws
8
in
this
state.
Such
recommendations
shall
specifically
address
9
the
following
objectives:
10
a.
Ensuring
the
public
safety
of
all
Iowa
communities.
11
b.
Enforcing
immigration
laws
in
this
state,
consistent
12
with
the
Constitution
of
the
United
States
and
the
Constitution
13
of
the
state
of
Iowa
and
all
applicable
federal
and
state
laws.
14
c.
Identifying
opportunities
to
educate
communities
in
15
this
state
in
order
to
balance
the
goals
of
complying
with
16
immigration
laws
in
this
state
and
ensuring
that
the
rights
of
17
all
immigrants
who
reside
in
this
state
are
respected.

2.
a.
The
work
group
shall
consist
of
the
following
voting
19
members:

(1)
The
director
of
the
department
of
public
safety,
or
the
21
director’s
designee.

(2)
The
attorney
general,
or
the
attorney
general’s
23
designee.

(3)
A
representative
of
the
Iowa
county
attorneys
25
association.

(4)
A
representative
of
the
Iowa
state
police
association.

(5)
A
representative
of
the
Iowa
police
chiefs
association.

(6)
A
representative
of
the
Iowa
state
sheriffs’
and
29
deputies’
association.
30
(7)
The
administrator
of
the
division
of
criminal
and
31
juvenile
justice
planning
of
the
department
of
human
rights,
or
32
the
administrator’s
designee.

b.
The
membership
of
the
work
group
shall
also
include
34
four
members
of
the
general
assembly.
The
legislative
members

shall
serve
as
ex
officio,
nonvoting
members
of
the
work
group,

with
one
member
to
be
appointed
by
each
of
the
following:
the

majority
leader
of
the
senate,
the
minority
leader

speaker

the
house
of
representatives,
and
the
4
minority
leader
of
the
house
of
representatives.

c.
The
work
group
shall
elect
a
chairperson
from
among
its
6
voting
members.

3.
The
work
group
shall
submit
its
recommendations
in
a

report
to
the
governor
and
the
general
assembly
no
later
than
9
January
4,
2019.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate

importance,
takes
effect
upon
enactment.
