amended
by
adding

following
new
subsection:

NEW
SUBSECTION
.
4.
a.
In
order
to
receive
the
additional
8
exemption
from
taxation
under
subsection
3,
each
company
9
assessed
for
taxation
under
this
chapter
shall,
on
or
before
10
January
1,
2019,
file
with
the
office
of
the
chief
information
11
officer
a
broadband
infrastructure
expansion
certification
12
that
must
be
approved
by
the
chief
information
officer
and
13
transmitted
to
the
department
of
revenue.
14
b.
A
broadband
infrastructure
expansion
certification
filed
15
under
this
subsection
shall
provide
a
plan
for
the
period
16
beginning
January
1,
2019,
and
ending
December
31,
2028,
17
detailing
the
company’s
proposed
broadband
infrastructure
18
installation
projects
that
include
the
installation
of
19
broadband
infrastructure
that
facilitates
broadband
service
at
20
or
above
twenty-five
megabits
per
second
of
download
speed
and
21
three
megabits
per
second
of
upload
speed.
The
certification
22
shall
also
include
all
of
the
following:

(1)
The
proposed
location
of
each
project.
24
(2)
The
nature
of
the
broadband
infrastructure
25
installation.
26
(3)
The
actual
cost
of
installing
the
broadband
27
infrastructure
under
the
project,
if
available.
The
28
application
shall
contain
supporting
documents
demonstrating
29
the
actual
cost.

(4)
The
estimated
date
of
commencement
and
the
estimated
31
date
of
completion
of
each
project.
32
(5)
Any
other
information
required
by
the
office
of
the
33
chief
information
officer.

c.
The
office
of
the
chief
information
officer
shall
review

certification
filed
and
if
the
certification
meets
the

requirements
of
this
subsection
and
rules
adopted
by
the
office

of
the
chief
information
officer
to
implement
this
subsection,

approval

revenue
not
later
than
May
1,
2019.

d.
For
purposes
of
this
subsection,
“broadband

infrastructure”
means
the
same
as
defined
in
section
8B.1.
