Senate File 2171 S-5078 Amend Senate File 2171 as follows: 1 1. Page 1, before line 1 by inserting: 2 < Section 1. Section 256.7, subsection 3, Code 2018, is 3 amended to read as follows: 4 3. Prescribe standards and procedures for the approval of 5 practitioner preparation programs and professional development 6 programs offered in this state by practitioner preparation 7 institutions located within or outside this state and by 8 area education agencies. Procedures provided for approval 9 of programs shall include procedures for enforcement of 10 the prescribed standards and , except as provided in section 11 256.16, subsection 1, paragraph “a” , subparagraph (2), 12 subparagraph division (b), shall not include a procedure for 13 the waiving of any of the standards prescribed. The board may 14 establish by rule and collect from practitioner preparation 15 institutions located outside this state an amount equivalent 16 to the department’s necessary travel and actual expenses 17 incurred while engaged in the program approval process for the 18 institution located outside this state. Amounts collected 19 under this subsection shall be deposited in the general fund 20 of the state. > 21 2. By striking page 1, line 16, through page 2, line 9, and 22 inserting < subparagraph division (a) for one year for a person 23 who has completed the course requirements for an approved 24 practitioner preparation program but attained an assessment 25 score below that required for successful completion of the 26 program under subparagraph division (a). 27 (c) The board of educational examiners shall adopt rules 28 under chapter 17A to create an initial one-year license for 29 an applicant who obtains a waiver issued by the director and 30 presents the waiver within thirty days of issuance to the 31 board in accordance with subparagraph division (b) or who 32 attended and successfully completed a practitioner preparation 33 program outside of this state and has met all other application 34 requirements with the exception of the assessment score 35 -1- SF2171.3562 (1) 87 kh/rj 1/ 2 #1.

Such an 1 applicant must provide an affidavit from the administrator of 2 a school district or an accredited nonpublic school verifying 3 that an offer of a teaching contract has been made and the 4 school district or accredited nonpublic school has made every 5 reasonable and good-faith effort to employ a teacher licensed 6 under chapter 272 for the specified subject and is unable to 7 employ such a teacher. 8 Sec. ___. Section 256.16, subsection 2, Code 2018, is 9 amended to read as follows: 10 2. A person initially applying for a license shall 11 successfully complete a professional education program 12 containing the subject matter specified in this section , before 13 the initial action by the board of educational examiners takes 14 place. However, this subsection shall not apply to a person 15 who meets the requirements for an initial one-year license in 16 accordance with subsection 1, paragraph “a” , subparagraph (2), 17 subparagraph division (c). > 18 3.
