understanding

relevance

public
policy,
the
structure
of
federal,
state,

and
local
governments,
and
the
Constitution
of
the
State
of

Iowa
and
the
Constitution
of
the
United
States.

280.9A,
Code
2018,
is
amended
by
adding

the
following
new
subsection:
